Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing eligible Foreign Customers with a broad range of U.S. Security Cooperation solutions and Follow-On Technical Support (FOTS). This includes sustainment material, systems upgrades, systems integration, training, and related efforts associated with the transfer, acquisition, operation, and maintenance of naval vessels, systems, and ship support infrastructure through the Foreign Military Sales (FMS) Program.

• Follow-On Technical Support (FOTS): Covers various ship systems (e.g., destroyers, frigates, coastal mine hunters) and assistance to other Foreign Navy ships, systems, and related infrastructure, adhering to export control regulations.

• FMS Program Management Support (Labor): Includes advanced planning, engineering, execution, and management of FMS customer programs, focusing on timely and accurate deliverable submission, sustainment material, systems upgrades, systems integration, training, and related efforts.

• Ship Transfer: Management of planning, implementation, and execution of ship transfer programs, including overhaul, reactivation, final transit, and storm evasion planning.

• FMS Engineering Support: Provides engineering personnel for FMS requirements, including Material Condition Assessments, Maintenance Planning, Maintenance Execution, Systems Upgrades/Alterations Planning, Installation and Integration, Emergent/Voyage Repairs, Training (development, delivery, and crew assistance), Industrial Training, Crew Readiness Assessment, Support and Test Equipment (S&TE) Training, Towing, Configuration Management, and FOTS Engineering.

• FMS Technical Support: Offers technical personnel for maintenance and repair activities related to FOTS, including CONUS reactivation and transfer of ships, and shipboard ILS systems support.

• Materials: Procurement and management of various materials, including hardware, software, spare parts, test equipment, and consumables.

• Other Direct Costs: Covers miscellaneous expenses such as equipment rentals, shipping, packaging, visas, crew support services (messing, berthing), provisions, and warehousing.

• Timely and accurate submission of contract deliverables, particularly schedule and cost data.

• Compliance with all applicable export control regulations.

• Adherence to NAVSEA standards, Work Items, and Technical Manuals for maintenance work.

• Development and utilization of an integrated product milestone plan and critical path analysis.

• Application of stringent change control procedures.

• The period of performance is not explicitly stated but implied to be for the duration of the IDIQ contract and subsequent delivery orders.

• Performance may occur at contractor facilities, customer locations worldwide (CONUS and OCONUS), and various international locations as identified in Attachment 3.

• Export Control: Strict adherence to Arms Export Control Act (AECA), International Traffic in Arms Regulations (ITAR), Export Administration Act (EAA), and Export Administration Regulations (EAR) is mandatory.

• Data: All data provided must be in accordance with Exhibit A, Rev 1, with details identified in each delivery order.

• Materials: Procurement must comply with customs and export control requirements, and materials must meet form, fit, and function standards.
