The objective is to ensure continuity of operations and compatibility between IRS systems and industry-standard tax software, supporting mission-critical compliance and enforcement.

Key Capabilities & Requirements

Vendors should demonstrate capabilities in:

  • Technical Support & SLA Performance: 4-hour response, 24-hour resolution for standard issues; 1-hour response, 8-hour resolution for critical issues.
  • Integration & Interoperability: Experience with enterprise/government systems, middleware, API-based integration, and XML data exchange.
  • Software Maintenance: Timely incorporation of tax law changes, regular updates, patches, and enhancements.
  • Training: Instructor-led (in-person) and virtual training, including user documentation.
  • Security & Compliance: Adherence to FISMA, NIST standards, IRS security policies, and protection of Sensitive But Unclassified (SBU) data.
  • Accessibility & Technical Standards: Section 508 compliance and IPv6 compatibility.

The draft Performance Work Statement (PWS) outlines a potential Period of Performance from April 1, 2027, to March 31, 2032 (Base + 4 Option Years), with specific deliverables and Service Level Agreements (SLAs).
