Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for the management of high-hazard waste for the U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) and other customers. The primary objective is to safely package, transport, treat, and dispose of hazardous waste resulting from the treatment of chemical agents, biological agents, or other high-hazard chemicals.

• Management of high-hazard waste, including planning, packaging, transportation, treatment, and disposal.

• Handling of various chemical and biological warfare agents, as well as other high-hazard chemicals.

• Potential support for on-site decontamination/treatment operations.

• Management or expertise in developing onsite systems for waste destruction or treatment.

• Waste management and disposal solutions for other Federal Agencies (e.g., DHS, DEA, EPA).

• Specific waste categories include:

  • 1 VSL Solid Waste for incineration

  • <1 VSL Solid Waste for incineration
  • Caustic Hydrolysate and Liquid Decontamination Solution
  • <1 VSL Solid Waste for Land Disposal
  • Chemical Agent Ton Containers
  • Deactivated Biological Agent Secondary Waste
  • Narcotics and their precursors
  • Other High-Hazard Wastes

• Contract administered through performance-based practices and a Quality Assurance Surveillance Plan (QASP).

• Task orders may include specific QASPs with performance standards and inspection methods.

• Complete treatment of waste means that waste exiting the furnace is not identifiable.

• Waste shipments must be scheduled with the Government, which will provide waste characterization information.

• Contractor shall maintain all required permits from local, State, and Federal governments.

• The contract ordering period is sixty months from the effective date of award.

• Period of performance will be specified in each Task Order.

• Work may be performed in the Continental United States (CONUS) and Outside Continental United States (OCONUS).

• Contractor must comply with applicable Federal regulations, local safety procedures, and security requirements, including NIH Guidelines for Research Involving Recombinant DNA Molecules.

• Contractor must comply with international laws and regulations if working outside the U.S.

• Contractor must maintain all required local, state, and federal permits for hazardous waste handling, transportation, and disposal.

• Security requirements include background checks and compliance with installation access policies.

• An employee-management firewall is required to prevent disclosure of Government information.

• Contractor shall provide hazardous waste manifests and Certificates of Destruction (COD).

• Waste must be incinerated within 30 calendar days of acceptance.

• Reporting of labor hours via www.sam.gov is required.

Request for Information (RFI)

This RFI is issued by the U.S. Army Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC) for information and planning purposes only. The U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG) Edgewood Contracting Division (ECD) is seeking information on hazardous waste disposal services to facilitate market research, acquisition planning, size determination, and procurement strategy. This RFI does not constitute a Request for Proposal (RFP) and no contract will be awarded based on this RFI. Responses will not be returned, and the government will not pay for information submitted.

DEVCOM CBC requires a qualified vendor to provide labor, supervision, materials, tools, and equipment for the planning, packaging, transportation, treatment, and disposal of waste contaminated by chemical agents, biological agents, or other hazardous compounds. Specifically, vendors must demonstrate the ability to handle agent-contaminated waste greater than 1.0 Vapor Screening Level (VSL) without opening containers for sampling. Evidence of current permits or approvals for disposal of such waste and for operation as a DEA-approved destruction facility is required. Experience in implementing environmental, safety, and health plans for hazardous waste transportation and disposal, including compliance with federal and state regulations, is also sought.

Participation is invited from all those engaged in the disposal of high-hazard waste, including chemical and biological warfare agents. Small business respondents are asked to estimate the maximum percentage of the requirement they could perform in-house.
