NSWC Crane's Power and Energy Division utilizes various NHR battery cycling equipment, which is no longer supported by the manufacturer (Emerson, formerly NHR/NI). The requirement is for repair services to maintain operational readiness of this equipment. NSWC Crane has licensed technical data packages available for interested vendors.

Equipment requiring repair includes:

  • Understanding of NHR diagnostic software.
  • Necessary fixtures for calibration to original specifications.
  • NIST traceable calibration with results provided.
  • Access to service manuals, schematics, and supply chain for parts (salvaged parts preferred).
  • Detailed post-repair report.
  • Repair personnel must meet base access requirements (clean criminal record, approved ID).

Key requirements for other NHR equipment (can be shipped):

  • Power electronics experience and component-level diagnostics.
  • Access to schematics and replacement parts (transistors, capacitors, resistors, inductors, control ICs).
  • Ability to recalibrate to original specifications and perform EEPROM programming.
  • Understanding of NHR diagnostic software.
  • Access to service manuals, schematics, and supply chain for parts (salvaged parts a plus).
  • Detailed post-repair report.
  • NIST traceable calibration with results provided.
  • Necessary fixtures for calibration to original specifications.
  • Solder certification at IPC J-STD-001 and IPC-7711/7721.

Submission Requirements

Interested vendors should email the provided POCs to request technical data packages via DoD SAFE before submitting a full response. Responses should include:
