Purpose
This RFI is for planning purposes only and does not constitute a solicitation or commitment to award a contract. The Air Force Life Cycle Management Center (AFLCMC) Business and Enterprise Systems Directorate (BES) Financial Systems Division (GBG) is seeking information on industry's ability to provide comprehensive support for PBES, which provides financial information for program budget and resource allocation decisions.
Scope of Interest
The government is interested in vendor capabilities for software configuration, capability support, and user support for PBES. This includes supporting the Program Management Office (PMO) and Functional Management Office (FMO) in continuous improvement, business capability management, technical implementation, cybersecurity readiness, and system upgrades. The effort will utilize an Agile framework, focusing on customer service and user experience.
Key Capabilities & Expertise Sought
Respondents should demonstrate experience with:
- DAF Planning, Programming, and Budgeting (PPB) processes at MAJCOM and Air Staff levels.
- Oracle technologies (EPM, OAS, DB Server, ODI, DRM, Hyperion Planning, Essbase), RHEL, and Windows Server, particularly as applied to generating Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget (PB).
- Data management, including Oracle DRM or similar Master Data Management (MDM) tools, and automated data interfaces.
- Providing Functional Subject Matter Experts (SMEs) with deep knowledge of the PPB process and PBES.
- Agile, CI/CD, or DevSecOps methodologies in a Cloud One environment.
- Staffing with appropriate security clearances (SIPR network) and IA Workforce Certifications (IAT II or higher).
- Developing system training materials, managing project timelines, ensuring data integrity, and supporting cybersecurity readiness.
Submission Requirements
- Response Due: April 29, 2026 (COB).
- Format: 10 pages maximum (excluding cover, TOC, acronyms), Times New Roman 12pt font, 1-inch margins.
- Content: Address Contractor Capability Statements (Attachment 1), provide company information (NAICS, business size, certifications, ownership), and address any Organizational Conflict of Interest (OCI) concerns.

Eligibility & Set-Aside
Both large and small businesses are encouraged to participate. Contractors must be registered in SAM. The government may consider a small business set-aside based on the responses received.
