The Air Force Life Cycle Management Center (AFLCMC) Business and Enterprise Systems Directorate (BES) Financial Systems Division (GBG) Contracting Division (GBK) at Wright-Patterson Air Force Base, Ohio, is gathering information to inform its acquisition strategy, Statement of Objectives (SOO), or Performance Work Statement (PWS).
PBES, fully deployed in December 2021, subsumed four legacy DAF Planning, Programming, Budgeting and Execution (PPBE) budget formulation systems (ABIDES, RAPIDS, FSDM, ETT). It provides comprehensive, transparent, and timely financial information for program budget and resource allocation decisions. The system currently operates in Cloud One AWS IL6.
Capabilities Sought
The government is seeking information on vendor experience and capabilities in:
- Software Configuration & Support: Support, operation, maintenance, and enhancement of PBES, including an iterative approach for quick feedback.
- Technical Expertise: Experience with Oracle technologies (EPM, OAS, DRM, Hyperion Planning, Essbase, DB Server, ODI), RHEL, Windows Server, and their application to PBES functions (POM, BES, PB generation).
- Data Management: Experience with Oracle DRM or similar Master Data Management tools, and developing/maintaining automated data interfaces.
- Agile & Cloud: Utilization of Agile frameworks for development and sustainment, and experience with Cloud One Amazon Web Service (AWS), including reducing technical debt and delivering new capabilities in this environment.
- SME Support: Functional Subject Matter Experts (SMEs) with extensive knowledge of DAF PPB processes (POM, BES, PB) from MAJCOM to OSD levels.
- Staffing & Security: Recommended staff certifications (software development, cybersecurity, database administration, project management), current personnel qualifications, and ability to provide a support team with Secret clearances and IA Workforce Certifications (IAT II or higher).
- Project Management: Managing timelines, milestones, deliverables, risk, change, quality assurance, testing, and project management tools.
- Future Evolution: Interest in migrating to newer planning products/technology (e.g., Oracle EPM Cloud) and utilizing Generative AI (GenAI).

- Format: Contractor Capability Statements, not exceeding 10 pages (excluding cover, TOC, acronyms). Times New Roman 12pt font, 1-inch margins, 8.5x11 inch page size.

This is a recompete effort. The government plans to conduct an industry day or release a draft RFP/PWS following this RFI. Past performance, including relevant commercial or public sector experience, will be considered. Potential Organizational Conflict of Interest (OCI) issues should be identified.
