Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for providing Role Player (RP), Subject Matter Expert (SME), and Infantry Immersion Trainer (IIT) services to support the U.S. Marine Corps (USMC) training programs. The primary goal is to create realistic and immersive training environments that enhance tactical decision-making skills and prepare Marines for deployment.

• Personnel Services: Provide RPs and SMEs for Infantry Immersion Trainers (IIT) and Home Station Training (HST).

• RP Roles: Portray opposition forces, terrorists, embedded foreign command staff/military/police units, and other personnel encountered in operational theaters. This includes general role players, amputee role players, and interpreter role players.

• SME Roles: Demonstrate expertise in USMC doctrine, develop training documentation and scenarios, plan and execute training events, manage training support instrumentation, and conduct after-action reviews.

• Simulations & Effects: Provide simulated weapons (including Blank Fire Only AK-47s), Improvised Explosive Devices (IEDs), Vehicle-Borne IEDs (VBIEDs), rocket-propelled grenade (RPG) simulators, smoke generators, and battlefield effects (BFX) simulators.

• Support Services: Include scenario design, makeup artistry, cultural meals (Key Leader Engagement support), and civilian vehicle support.

• Services must be performed efficiently, effectively, and meet or exceed performance standards.

• Performance will be measured against standards in the Performance Requirements Summary (PRS).

• Specific requirements for CDRL submissions, timeliness, and quality are detailed.

• Period of Performance: Sixty (60) months from the date of contract award.

• Locations: Primary IIT facilities include Camp Pendleton, CA; Camp Lejeune, NC; and MCTAB, Oahu, HI. HST sites are located across the United States, including AZ, CA, GA, HI, NC, and VA.

• Security: Compliance with Common Access Card (CAC) requirements, background investigations, and adherence to OPSEC and CUI handling protocols.

• Personnel: Key personnel include Contract Project Manager, Assistant Project Manager, On-site Project Manager, and RP Manager, with specific certifications and skills required.

• Quality Control: Development and maintenance of a Quality Control Program (QCP) and adherence to a Quality Assurance Surveillance Plan (QASP).

• Reporting: Submission of various reports including Management Plans, OPSEC Plans, System Safety Program Plans, and Progress, Status, and Management Reports (CPSMR).

• Travel: Local sourcing of RPs is preferred; non-local travel requires pre-authorization and adherence to travel regulations.

• Safety: Compliance with all applicable safety regulations, including those for explosives and hazardous materials.

This RFI is for planning and informational purposes only and is NOT a solicitation for proposals. The U.S. Marine Corps is seeking market research for potential sources for Training as a Service (TaaS) contracting for Role Player Infantry Immersion Trainer, Home Station Training, and Subject Matter Expert (SME) services to augment training capabilities. The goal is to create realistic battlefield environments for immersive training.

• Turn-key role player support: recruitment, vetting, training, management, and logistics for personnel who accurately portray roles in training scenarios.

• Turn-key battlefield effects (BFX) support: personnel, equipment, and consumables for realistic sensory environments, including pyrotechnics, smoke, and simulated munitions.

• Turn-key Subject Matter Expert (SME) support: recruitment, management, and deployment of SMEs knowledgeable in USMC doctrine, tactics, and training methodologies.

• Turn-key data collection and reporting services to track training metrics.

• Provision of AK-47 weapon systems with current and valid WSESRB safety certification.
