Statement of Work (SOW) / Performance Work Statement (PWS)

To provide no more than 150 individual indoor parking spaces for Immigration and Customs Enforcement (ICE) ERO New York City Field Office vehicles.

• Provide parking spaces at a fixed rate for medium-to-oversized government law enforcement vehicles (SUVs, mid-size vans, minibuses).

• Spaces must be located within 0.25 miles of the ERO NYC sub office at 201 Varick Street, New York, NY 10014.

• Ensure quick and easy access for officers and facilitate immediate emergency response.

• All assigned spots must be at one location, exclusively for ERO NYC use.

• The garage must be indoors, available 24/7, and fully secured.

• Specific requirements include:

  • No more than 150 spots in an exclusively ICE-assigned property.
  • Identification placards on all parking spots.
  • Electronic key-card access for assigned officers and designated visitors.
  • 24/7 security camera monitoring.
  • Required clearance heights: Min 7'6" - 11' Max.

• Base Year: June 1, 2026 - May 31, 2027

• Four (4) one-year option periods (dates TBD, but estimated June 1, 2027 - May 31, 2031).

• Days & Time: Monday to Sunday, 24 hours/seven days a week.

• Location: Parking Garage within 0.25 miles of 201 Varick Street Federal Building, NY, NY 10014.

• Per terms outlined in the Purchase Order.

Request for Information (RFI)

This RFI is issued by U.S. Immigration and Customs Enforcement (ICE) for the Enforcement and Removal Operations (ERO) in New York City. ICE is seeking information and sources capable of providing secure, reserved indoor parking services to support their operations. The goal is to gather market information for acquisition planning and to identify interested parties.

• Approximately 150 exclusive, secure, reserved indoor parking spaces.
• Location: Within a 0.25-mile radius of 201 Varick Street, New York, NY 10014.
• Facility Type: Garage with a minimum clearance height of 7'6" and a maximum of 11'.
• Availability: 24/7.
• Security: 24/7 security camera monitoring and vehicle/content protection.
• Access: Spaces identified by placards for assignment and electronic key card access for officers and visitors.
• Additional details are available in the Statement of Work (SOW).

Prospective vendors must submit:

• A 1-page Cover Sheet including company information, UEI number, SAM registration status, size/socio-economic status, and any existing contract vehicles.

• A 2-page maximum Capabilities Statement and Market Information addressing specific questions about current operations, facility type, security, and potential NAICS codes.

• Submissions must be in Word or PDF format.

• Submission Deadline: April 21, 2026, by 10:00 am Eastern Time (ET).

• Respondents must register on SAM.gov.

• Information regarding company size and socio-economic status for NAICS code 812930 is required.

• This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP).

• ICE is not currently seeking proposals and will not accept unsolicited proposals.

• Costs incurred in responding to this RFI are the sole responsibility of the vendor.

• Submitted information becomes government property and may be used for any purpose deemed necessary.

• Vendors are advised to monitor APFS or beta.SAM.gov for any future solicitations.
