Quick Summary

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Data Buoy Center (NDBC) is conducting market research through a Request for Information (RFI) for its Voluntary Observing Ship (VOS) Program. NOAA seeks commercial partners to support maintaining and growing the program, which collects critical marine weather observations. Responses are due Friday, February 20, 2026, at 2:00 PM ET.

Purpose & Background

This RFI is for informational and planning purposes only, aiming to gather vendor capabilities to inform the acquisition strategy for a future solicitation. NOAA intends to continue serving as the primary entity responsible for the VOS Program, seeking industry support to ensure its long-term viability and growth. The VOS Program collects high-quality ship observations essential for maritime safety, accurate weather forecasting, warnings, and global ocean observation systems.

Scope of Potential Work

Based on the draft Statement of Objectives (SOO), the future effort will involve:

  • Maintaining a weather observing capability to generate a minimum of 2.5 million yearly marine surface observations, with a 10% annual increase.
  • Supporting Automated, Hybrid, and Manual data collection processes.
  • Increasing the volume of critical wind and wave observations.
  • Providing Port Meteorological Officers (PMOs) for software/hardware installations, crew training, and field liaison.
  • Managing ship and equipment metadata for quality and scientific analysis.

Key Information Requested from Vendors

Respondents should provide:

  • Company information, point of contact, and socioeconomic status.
  • Capabilities related to the services, including feedback on the draft SOO.
  • Recommendations for supplementing, improving, or innovating the marine surface observations program, including strategies to meet and grow observation targets.
  • Ability to satisfy observations from all marine regions.
  • Published pricing for services (if available) and information on common commercial practices.
