Quick Summary

The U.S. Department of State, Bureau of Global Acquisitions (GA), is conducting market research through a Request for Information (RFI)/Sources Sought Notice for Subscriber Radio equipment and related services. This RFI aims to identify qualified sources, including various small business categories, capable of supporting the Overseas Emergency & Evacuation (E&E) Radio Program. The anticipated acquisition strategy is a single award IDIQ with firm fixed-price orders. Capability statements are due by February 25, 2026, at 3 PM EST.

Purpose & Scope

This RFI is for market research purposes only and is not a solicitation. The U.S. Government will not award a contract from this announcement. The objective is to gather information on potential sources for Land Mobile Radio (LMR) Subscriber Equipment, including handheld radios, mobile radios, base stations, remote consoles, accessories, and ancillary services like delivery, warranty, and training. This supports the Global Radio Replacement Program (GRRP), a 10-year life cycle replacement program for E&E radio networks at U.S. missions abroad. The contract anticipates annual purchases of approximately 2,500 units (2,000 handhelds, 325 mobiles, 110 base stations, 65 remotes) and will be available to other DOS Bureaus, Posts, and USG agencies.

Key Requirements

Respondents should demonstrate capability to provide equipment meeting specific technical specifications, including:

  • Radio Configurations: Three configurations for handheld, mobile, and base station radios operating in VHF (136-174 MHz) and UHF (380-512 MHz) bands. Must support P25/AES/Multi Key/Mixed Mode/OTAR/GPS, TIA-102 compliance, IP-54/IP-55 ratings, and MIL 810 compliance.
  • Remote Consoles: Two configurations capable of controlling 2 to 16 radios.
  • Accessories: Programming cables, manuals, chargers, surveillance kits, remote speaker/microphones.
  • Delivery: Within 45 days to Springfield, VA, with no freight charges to the Government. Barcoding required for components over $500.
  • Warranty: A two-year warranty for all electronic devices at no additional cost.
  • Security: AES-256 encryption for certain configurations.
  • Compliance: Equipment must comply with RED, TIA-102, P25CAP, MIL 810, and Section 508.

Submission Requirements

Interested firms must submit detailed capability statements (limited to 5 pages, excluding cover page and table of contents) addressing:

  • Company information (name, address, UEI, CAGE, POC, GSA/GWAC, small business category).
  • Ability to provide requested equipment.
  • Manufacturer or authorized reseller status.
  • Feedback on equipment functionality/specifications (clarifications, missing options, transceiver changes).
