Quick Summary
The Naval Facilities Engineering Systems Command Southeast (NAVFAC), on behalf of the Department of the Navy (DON), has issued a Request for Interest (RFI) to gather input on maximizing the potential use of underutilized space on the Outer Mole Pier at Truman Annex, Naval Air Station (NAS) Key West, Florida. The DON seeks in-kind consideration (IKC) for a new long-term lease agreement. Responses are due by June 3, 2026.
Purpose & Scope
This RFI is a market research tool to identify potential utilization ideas for the Outer Mole Pier. The DON is particularly interested in respondents with experience in port operations and management. Key considerations for proposed uses include: not impacting current or future DON missions, operations, or training; no anticipated commercial development on the pier; U.S. Government retaining ownership; limited and reimbursable utilities; adherence to Truman Harbor restrictions (33 C.F.R. 334.610); and the Government retaining priority use for mission and berthing needs. All uses require advanced coordination with NAS Key West and compliance with DoD security requirements for installation access.

- Inquiry Deadline: May 27, 2026, 5:00 PM EST (submit questions using Attachment A - Pre-Proposal Inquiry Form)
