Request for Interest (RFI)

This RFI is a market research tool issued by the Naval Facilities Engineering Systems Command Southeast on behalf of the Department of the Navy (DON) to gather input on the potential use of underutilized space on the Outer Mole Pier at Truman Annex, Key West, Florida. The DON is seeking information to maximize the pier's potential and is interested in experience with port operations and management. The DON's objective for a new long-term lease is to receive payment in the form of in-kind consideration (IKC).

• Respondents are requested to prepare an RFI response addressing potential utilization ideas for the Outer Mole Pier.

• Responses should not impact current or future DON missions, operations, or training.

• The DON does not anticipate approving commercial development on the Mole Pier.

• Ownership of the premises will remain with the U.S. Government.

• Access and availability of utilities on the pier are limited and must be metered and reimbursed; Navy mission needs take precedent.

• Use of Truman Harbor is restricted per 33 C.F.R. 334.610.

• The Government retains priority use of the premises for mission and berthing needs.

• Advanced coordination with NAS Key West is required for all use of the Outer Mole Pier.

• DoW security requirements must be followed for installation access.

• This is a Request for Interest ONLY and not a Request for Proposals (RFP).

• It does not obligate the Government to offer the property or issue a solicitation in the future.
