Purpose & Scope
The DON seeks to identify potential uses for the Outer Mole Pier and is particularly interested in industry experience with port operations and management. The objective for any new long-term lease is to receive payment in the form of in-kind consideration (IKC). Key limitations include: no commercial development, government retention of ownership and priority use for mission needs, and limited access/utilities that must be metered and reimbursed. Proposed uses must not impact current or future DON missions.

Respondents should prepare an RFI response addressing potential utilization ideas for the Outer Mole Pier. An Industry Forum and site visit will be held on May 20, 2026, at the Navy Mole Pier in Key West, Florida. To attend, interested parties must:
- Submit the SECNAV 5512 Form (Attachment C) for a security background check to Jim Hale and Jenna Sullivan by May 13, 2026. LT Skye McNutt should be listed as the Base Sponsor.
- RSVP by providing name, email, company, address, and phone number to Skye.r.mcnutt.mil@us.navy.mil by May 19, 2026, at 12:00 PM to receive a base access pass invitation.
- Attendees with proper requests should meet at the Visitor Control Center at 7:00 AM on May 20, 2026, for background checks and pass issuance.
