Quick Summary
The Defense Logistics Agency (DLA) Aviation at Warner Robins, GA is conducting market research to identify potential sources for TH-1H Dynamic Components. This Sources Sought notice aims to find manufacturers or suppliers for critical safety items (CSI) currently restricted to Bell Textron Inc. due to proprietary data and lack of government data rights. Responses are due April 6, 2026.
Scope of Work
The Government is seeking sources for six specific TH-1H helicopter dynamic components, all classified as Critical Safety Items (CSI):
- Scissors & Sleeve Assembly (NSN 1615-01-385-7420; PN 204-011-401-021)
- Stabilizer Bar Assembly (NSN 1615-01-493-6225; PN 212-010-300-105)
- Swashplate and Support Assembly (NSN 1615-01-574-3525; PN 204-011-400-131)
- 90 Degree Gearbox (NSN 1615-01-008-7748; PN 212-040-004-009)
- Main Input Quill (NSN 1615-01-601-1436; PN 205-040-263-115)
- Tail Rotor Drive Quill (NSN 1615-01-008-7743; PN 212-040-365-25)
These components are essential for the TH-1H's main rotor and tail rotor drive systems.
Impediment to Competition
The Acquisition Method Code (AMC) "3" and Acquisition Method Suffix Code (AMSC) "P" or "R" indicate significant restrictions. For most items (AMSC "P"), the Government possesses technical data but lacks legal rights for competitive procurement, and reverse-engineering is uneconomical. For one item (AMSC "R"), the Government does not own the data or rights, and purchasing them or reverse-engineering is uneconomical. Bell Textron Inc. (CAGE 97499) is currently the only known and authorized manufacturer due to proprietary authority, technical data, and capabilities.
