Impediment to Competition
The Government intends to sole source to L3Harris Technologies, Inc. (CAGEs 00752, 82340, 28527) because it does not possess the necessary technical data, drawings, or schematics for these items. L3Harris is the Original Equipment Manufacturer (OEM) and design contractor. Production-level data for the Redesigned LRU-4 and LRU-8 is not expected to be available and approved for competitive release until approximately April 2026. Furthermore, the specialized test equipment (EMTS hot mock-up and VDATS tester) required for production sell-off is currently in use at L3Harris and cannot be moved or furnished to other vendors. Without this data, knowledge, and test equipment, other vendors cannot integrate, test, and deliver these units to the required production standard.
