Solicitation / RFP / RFQ

The Federal Aviation Administration (FAA) is issuing a Screening Information Request (SIR) for offers to procure firm load following electric supply services for the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ. This procurement is unrestricted.

The services include electric energy, ancillary services, ARR credits, PJM marginal losses, NJ Renewable Portfolio Standards, Transmission Enhancement Charges, FERC Order 494 charges, FERC Order 745 charges, balancing congestion charges, RMR charges, and capacity and transmission services.

Two pricing options are presented:

• Option 1: Real-Time Residual Metered Load Aggregate (RMLA) LMP at the AECO Zone, plus a fixed price adder for ancillary services, ARR credits, PJM marginal losses, NJ Renewable Portfolio Standards, FERC Order 494/745 charges, balancing congestion charges, and supplier fees.
• Option 2: Day-Ahead RMLA LMP at the AECO Zone, plus a fixed price adder for the same ancillary services and charges as Option 1.

Line losses will be determined by the Offeror's submitted fixed Derated Line Loss Value. RMR and Capacity charges will be passed through without markup, with specific calculations provided for Capacity Charges.

• Offer Acceptance Period: Minimum of 3 calendar days, with the offeror agreeing to hold prices firm until May 1, 2026, 10:00 AM (ET).

• Set-Aside: Unrestricted competition (full and open).

• NAICS Code: 221122 (Commercial and Institutional Building Construction) with a small business size standard of 1100 employees.

• Offerors must agree to all FAA clauses to be considered responsive.

• The Government is tax-exempt.

• The WJHTC receives electric distribution service from Atlantic City Electric Company at 69 kV.
