This Request for Project Proposals (RPP), issued under 10 USC 4022 Other Transaction Authority (OTA), invites preproposals for prototype projects. Preproposals are due June 12, 2026, by 1500 hours.
Purpose & Scope
The Joint Product Lead for CBRN Emerging Technologies (JPL CBRN ET) aims to advance NAM capabilities that will reduce in vivo dependencies and enable faster fielding of MCMs to U.S. Warfighters. Proposals should address one or more of four main Topic Areas: Immunogenicity and Toxicology Testing, Aerosol exposure/MCM Efficacy in Lung, Testbed Capabilities, and Pharmacokinetic Prediction Applications. NAM results must be compared to animal or human data to assess predictive value, and technologies should be capable of broad threat-agnostic development for MCMs.
Contract Details
This RPP is issued under 10 USC 4022, Other Transaction Authority (OTA) for prototype projects. Successful performers of a prototype project may be non-competitively procured for follow-on production contracts or other transaction agreements. Awards are dependent upon the availability of funds.
Submission & Evaluation
Preproposals are due by 1500 hours, June 12, 2026. Submissions must be whitepapers up to 5 pages, with up to two supporting documents (maximum 10 additional pages). The Government will evaluate preproposals, and if there is interest, may request a full proposal. Evaluation will be performed by JPL CBRN ET personnel and other Federal Agency Representatives, based on factors detailed in CBRND-BAA-22-01 Section VII.C.
