Price proposals must use the provided form (Enclosure No. 3) and include a detailed Bill of Materials. Evaluation will be based on a best-value methodology, considering Technical Proposal (most important), Price Proposal, and Business/Management Proposal (for Contractor Responsibility, pass/fail). Technical evaluation areas, in descending order of importance, are Overall Technical Requirements, Maintenance and Support, and Installation Services. Requests for clarification are due by May 20, 2026.

Special Requirements & Notes

Bidders must adhere to stringent on-site requirements detailed in Enclosure No. 2C (ANL-366M) and Enclosure No. 2D (ANL-366TCSB), covering indemnity, insurance (specific limits for CGL, Umbrella, Workers' Comp, Auto, Professional Liability), Environment, Safety, and Health (ES&H), electrical protection, and site rules.
