Scope of Work

The contractor will be responsible for the removal, transportation, treatment, and disposal of:

  • Infectious Waste: From WPAFB Hospital (Bldg. 830), Vet Clinic (Bldg. 1425) in Area A, and various buildings in Area B (73, 435, 490, 644, 654, 675, 838, 840, 850, 851). This waste must be incinerated.
  • International Garbage: From Bldg. 143 in Area A and Bldgs. 840 and 851 in Area B. This waste must be treated by autoclaving. Routine pickups are scheduled for Tuesdays and Fridays, with other locations on an "on-call" basis. Pharmaceutical, hazardous, and controlled substances may be added to the scope at a later date. Performance standards require 95% on-time and error-free service for pickups, supplies, shipping papers, treatment, vehicle compliance, and invoices. The service is designated as a Mission-Essential Function.

Evaluation Factors

Award will be made to the responsible offeror who submits a proposal rated "Acceptable" on Technical Capability and offers the lowest Total Evaluated Price (TEP), provided the price is fair and reasonable. Technical Capability and Price are considered equal in importance, and no trade-offs between price and non-price factors are permitted. Technical proposals will be evaluated on four subfactors:

  1. Pickup Times: Execution plan for meeting requirements.
  2. Contractor Furnished Items and Services: Narrative on supply, management, and maintenance.
  3. Prior Experience: Documented evidence of similar services (transport, treatment, disposal of infectious waste/international garbage) within the last three years.
