Questions & Answers / Clarifications

This document provides responses from the Government to questions submitted by potential offerors regarding the Draft Request for Proposal (RFP) for the U.S. Army Training and Doctrine Command (TRADOC) Deputy Chief of Intelligence (G-2) Operational Environment (OE) and Core Functions Support Services.

• Proposal Due Dates: The dates listed on the Draft RFP were tentative, as the RFP was draft only.
• Contractor Hours: Government buildings are open from 0630 to 1830, but contractors are expected to work 40 hours per week.
• Work Plan Submission: The Contractor's proposed Work Plan is due to the Contracting Officer (KO) within 15 days of contract award. The Government has 10 days to review and provide comments, and the Contractor has 5 days to submit a Final Work Plan. Changes require resubmission via the COR at least 30 days prior to implementation.
• Personnel Requirements: Key personnel are limited to the Contract Program Manager and Senior Systems Architect, both required to work onsite at Fort Eustis, VA. An Alternate Contract Manager is not considered key personnel.
• Page Dimensions: Offerors may use page sizes larger than 8 1/2" x 11", but any page larger than this will be considered multiple pages. Electronic submission is required.
• Past Performance Magnitude: The magnitude for past performance evaluation has been updated to align with the NAICS code size standard.
• CLINs: The CLINs have been updated to match the solicitation.
• Non-Disclosure Agreements (NDAs): NDAs are now required to be submitted 30 days after award, rather than 30 days prior to commencement of work.

Several sections of the Performance Work Statement (PWS) have been updated based on these questions, including references to paragraph numbers, work location, and clearance requirements. The magnitude for past performance evaluation has also been adjusted. The due dates for questions and proposals on the Draft RFP were tentative. The final RFP will include Section H with SOFA related information.
