Scope of Work
The contractor shall provide Arabic language classes to adult students, focusing on increasing their ability to understand and use Arabic for various purposes, including survival skills, general conversation, and cultural engagement. Instruction will be based on proficiency, communication, and academic principles. Key requirements include:
- Class Structure: One-hour duration, Sunday through Thursday, 8:00 a.m. to 6:00 p.m. at the American Embassy Compound.
- Class Size: Minimum two (2) students, maximum five (5) students, grouped by ability.
- Materials: Contractor must provide all instructional materials, site support, and expendable/consumable supplies.
- Personnel: Qualified instructors knowledgeable in all topics and capable of responding to in-depth questions, along with instructor supervisor(s) for quality assurance.
- Facilities: Contractor must provide classroom space within a five (5) kilometer radius of the American Embassy, equipped and furnished by the Government.
- Performance: Measured against specific proficiency levels in listening, speaking, reading comprehension, and subject matter comprehension.
Contract Details
- Type: Fixed-price, Indefinite-Quantity/Indefinite-Delivery (IDIQ) with firm-fixed-price task orders.
- Period of Performance: Includes a base year and option periods, with a total duration not to exceed three (3) years.
- Quantities: Minimum 50 hours, Maximum 3500 hours total.
- Pricing: All prices must be in Jordanian Dinars (JOD). Value Added Tax (VAT) is not applicable.
- Set-Aside: Unrestricted.

Award will be based on the lowest priced, technically acceptable quotation. The Government intends to award based on initial quotations but may hold discussions if necessary. Evaluation will consider past performance, offeror's capability, and responsibility.
