This solicitation is for vehicle rental services to support Embassy employees' official travel to project sites and duty locations within Jordan. The U.S. Government intends to award a firm-fixed-price contract to one or multiple offerors based on the lowest price technically acceptable for each CLIN.

• Vehicles must be assigned exclusively to U.S. Embassy Amman for official U.S. Government purposes.

• Contractor must provide vehicles and all required services, including licensing, registration, inspections, preventive and corrective maintenance, and ensure vehicles are legal, insured, safe, and operational.

• Subcontracting is not permitted.

• Vehicles must be full-size SUVs, model years 2025-2026, with less than 5,000 km on the odometer at delivery.

• Mandatory specifications include: four-wheel drive (4x4) or all-wheel drive (AWD), automatic transmission, seating for seven passengers, sufficient cargo space for three suitcases, smoke-free, and no prior smoker use.

• Vehicles must have white (private) license plates; green plates are not acceptable.

• Required features include: air conditioning, non-porous seat material, all factory-installed safety features, hands-free/Bluetooth connectivity, USB/USB-C charging outlets, parking camera(s) and sensors, driver/passenger side-view mirrors, and window tinting (within legal limits).

• Safety equipment includes: seat belts for all passengers, front driver/passenger airbags, fire extinguisher, first aid kit, warning triangles, safety vest, and a standard-size spare tire.

• Additional items: tire inflator/air compressor, spare key and remote control, and first responder equipment.

• Desired feature: Refrigerator in the center console.

• Contractor is responsible for all vehicle maintenance and cleaning at their own expense during non-business hours.

• Replacement vehicles must be provided within four (4) hours of notification for accidents or mechanical breakdowns.

• Contractor must provide a designated Point of Contact (POC) available 24/7.

• Contract Type: Firm Fixed Price.

• Period of Performance: 12 months from the date of award, with an option to extend for up to six months.

• Pricing: All prices are in Jordanian Dinars (JOD). Value Added Tax (VAT) is not applicable.

• Offers must be completed solicitations, including SF-1449 cover page and Section 1.

• Offerors must provide information demonstrating their ability to perform, including Project Manager name, evidence of established business in Jordan or plan to establish one, SAM registration proof, and a list of clients from the past two years with relevant experience.

• Past performance will be used to assess capability, relevance, and credibility.

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Evaluation will consider price, compliance with terms, and contractor responsibility (financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, and eligibility).
