This document is Attachment 1, an "Express NDAA Certification" form. • Representation 52.204-24 (continued): Vendors must also represent whether they use covered telecommunications equipment or services in their own operations. If they respond "does," additional disclosure is required.
• Signature Block: Fields for Merchant Name and Merchant's Authorized Representative Signature (Typed Name).

This form is critical for bidders to complete accurately. It directly addresses compliance with national defense authorization requirements related to telecommunications equipment and services. Failure to complete or provide accurate representations may impact a vendor's ability to be considered for the opportunity.

Solicitation / RFP / RFQ

This Request for Quotations (RFQ) seeks services for a Cook for the Marine Security Guards residence at the U.S. Consulate in Bur Dubai, Dubai, UAE. The U.S. Government intends to award a contract/purchase order to the responsible company offering the lowest price, with potential for discussions.

• Provide cook services for 7 to 8 Marines.

• Services include furnishing all labor, material, equipment, and services.

• Food ingredients are purchased separately by the Mess NCO.

• Daily services required Monday through Friday, including Breakfast (7:00-9:30 AM), Lunch (11:00 AM-1:30 PM), and Dinner (5:00-7:30 PM).

• Cleaning of the kitchen, dishes, and appliances after each meal.

• Contractor employees must be on-site only for contractual duties.

• Contractor must provide a designated representative for on-site supervision.

• Contractor employees must wear appropriate attire and personal equipment, including safety gear.

• Key personnel requirement: MSG Detachment Cook with a minimum of 3 years' experience.

• Contract type: Fixed-price.

• Period of Performance: One base year from the Notice to Proceed, with four (4) one-year options to renew.

• DBA insurance premium costs must be included.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.

• Pre-Proposal Conference & Site Visit: Thursday, March 5, 2026, at 09:00 AM (UAE local time) at the U.S. Consulate, Bur Dubai.

  • Attendance is limited to one person per company.

• Proposal Submission Deadline: March 16, 2026, at 09:00 AM (UAE local time).

• Submission Method: Email to DubaiGSOProcurement@state.gov in Adobe Acrobat (pdf) format.

• File Size Limit: 30MB per file; multiple emails are permitted if exceeding 30MB.

• Questions Deadline: March 12, 2026, at 09:00 AM (local time).

• Evaluation: Lowest priced, technically acceptable, responsible contractor. May include a sample cooking session.

• Unrestricted acquisition.

• Offerors must complete SF-1449, Section 1 (Pricing), and Section 5 (Representations and Certifications).

• Insurance requirements include General Liability and Workers' Compensation (Defense Base Act).

• Government-furnished property (GFE) will include stoves with ovens, a refrigerator, pots and pans, and a microwave.
