This Request for Quotations (RFQ) seeks proposals for the cleaning, sanitizing, and sealing of raw and potable water storage facilities located at the New Embassy Compound (NEC). The U.S. Government intends to award a firm-fixed-price purchase order to a responsible company offering the lowest price.

• Scope of Work: Cleaning, sanitizing, and sealing of two interconnected concrete raw water tanks and one concrete potable water storage tank. All tanks are located below ground.

• Specific Tasks:

  • Manual removal of debris and sediment.
  • Cleaning interior surfaces with approved agents to eliminate microbial growth and contaminants.
  • Application of disinfectants.
  • Flushing tanks to remove residual cleaning agents and disinfectants.

• Deliverables:

  • Comprehensive cleaning report detailing procedures, observations, and test results.
  • Documentation of any encountered issues and recommendations.
  • Before and after photographs of the tanks.

• Performance Standards: Daily routine inspections will be conducted by the U.S. Government to ensure compliance with acceptable tasks and performance standards.

• Project Team: Minimum team includes a NACE Level 3 coating inspector, a certified confined space attendant, and a general laborer.

• Safety: Contractor must prepare a Project Safety Plan (PSP) addressing confined space safety procedures and equipment, complying with OSHA 29 CFR 1910.146, including onsite rescue.

• Standards: Contractor must develop a project approach in accordance with ANSI/AWWA C652/11 Standard for Disinfection of Water Storage Facilities and coordinate with local building authorities.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: 90-day period from the Notice to Proceed.

• Quotation Submission: Must be submitted electronically to MonroviaBids@state.gov.
