This solicitation is a Request for Quote (RFQ) for market valuation and appraisal report services for GATE SAHO Buildings 24 & 25, located at Gateway National Recreation Area, Fort Hancock, Sandy Hook, New Jersey. The U.S. Department of the Interior, Appraisal and Valuation Services Office (AVSO) is issuing this RFQ.

• Provide appraisal report services for GATE SAHO Buildings 24 and 25.

• The appraisal is for fair market value rent, assuming rehabilitation is complete.

• Services must comply with Uniform Standards of Professional Appraisal Practice (USPAP) 2024 and Federal Regulations 36 CFR, Parts 18 and 68.

• Appraisers must hold a valid license as a Certified General Appraiser for New Jersey or have the ability to obtain a temporary permit.

• Subcontracting of the assignment is not permissible.

• The appraisal must include a thorough search for comparable rentals and verification.

• All renovations and repairs must conform to the Secretary's Standards for the Treatment of Historic Properties.

• Anticipated Award Type: 100% Total Small Business Set-Aside.

• Type of Purchase Order: Firm-Fixed-Price (FFP).

• Period of Performance: 90 calendar days from the date of award.

• Submission of Intent: Due by 10:00 AM Eastern Time, April 24, 2026.

• Submission of Questions: Due by 10:00 AM Eastern Standard Time, April 24, 2026.

• Submission of Quote: Due by 10:00 AM Eastern Time, April 30, 2026.

• Evaluation Factors: Technical Qualifications, Technical Acceptability, Past Performance, Delivery, and Price. Technical Qualifications, Technical Acceptability, Past Performance, and Delivery combined are more important than cost or price.
