Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for residential drinking water laboratory testing services for the U.S. Consulate General Cape Town. The contractor will provide microbiological and chemical analysis of potable water samples from U.S. Government residences.

• Laboratory testing services in accordance with the attached Scope of Work (SOW).

• Compliance with applicable Department of State requirements and local standards, including SANS 241 drinking water standards.

• The government intends to award a purchase order to the lowest priced, technically acceptable offer.

• The government may award based on the initial offer without discussion.

• Submission Deadline: 10h00 SAST on May 14, 2026.

• Submission Method: Email to capetown_quotation@state.gov.

• Required Documents: Company profiles, bids, and the completed "NDAA Certificate for Vendor Compliance" (pages 1, 2, and 4).

• Reference Number: PR15970334 - Residential Drinking Water Testing must be indicated in the submission.

• Evaluation: Offers will be reviewed for technical acceptability, with the lowest priced acceptable offer being selected.

• Vendors must have at least five (5) years of proven water quality testing/laboratory services experience.

• Vendors must provide proof of completion of at least five (5) similar-scale projects over the prior five (5) years, with contactable references submitted with the offer.

• Submissions must be in English.

• The U.S. Consulate cannot sign contracts, credit applications, or T's & C's. By submitting an offer, vendors agree to waive any conflicting terms.

• Payment terms: Payment via EFT within 30 days of service delivery and invoice receipt. No advanced/deposit payments. No provision for price or exchange rate fluctuations after order placement.

• Applicable clauses are provided in an attachment titled "Clauses for Purchase Orders and Blanket Purchase Agreements Awarded by Overseas Contracting Activities – Commercial Items."

• Confirmation of request receipt will be sent within 4 business days. Follow up if confirmation is not received.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish requirements for residential drinking water laboratory testing at the Cape Town Consulate to ensure potable water is microbiologically and chemically safe, in accordance with 15 FAM 957.5.

• Conduct microbiological and chemical analysis of residential drinking water samples.

• Testing must adhere to SANS 241 (South African National Standard for Drinking Water) and specific Enterococci testing requirements.

• Microbiological parameters include Total coliforms, E. coli, Enterococci, and others specified in SANS 241.

• Chemical analysis includes physical parameters, inorganic chemicals, heavy metals, organic compounds, and disinfection by-products as specified in SANS 241.

• The contracted laboratory must be accredited for SANS 241 testing.

• Must provide a Statement of Conformity for all samples.

• Utilize approved analytical methods and maintain chain of custody.

• Deliver results within agreed timeframes.

For each sample, provide complete analytical results, Statement of Conformity, QA/QC data, method references, laboratory accreditation documentation, and signed/dated reports.

• One-time service for thirty-three (33) residential properties.
• Each property is an individual sampling location requiring full testing.
• Quoted price must include all costs for sampling, transportation, analysis, and reporting for all 33 properties.
