Solicitation / RFP / RFQ

This Request for Quotation (RFQ) seeks proposals for the reconnection and integration of backup generators at ten (10) official residential properties for the U.S. Consulate General Cape Town. The contractor will be responsible for all labor, materials, supervision, tools, equipment, transportation, and incidentals.

• Conduct site assessments at each residence.

• Reconnect existing generators to electrical distribution systems.

• Integrate generators with existing solar, battery, and municipal power systems.

• Install necessary electrical components such as Automatic Transfer Switches (ATS), interlocks, and control systems.

• Ensure safe, compliant, and fully functional system operation.

• Perform testing and commissioning of all systems.

• All work must comply with local electrical codes, safety standards, and Department of State requirements.

• The award will be a purchase order to the lowest-priced, technically acceptable offer.

• The Government may award based on the initial offer without discussion.

• Payment terms: Within 30 days of delivery and receipt of invoice via EFT. No advanced/deposit payments.

Statement of Work (SOW) / Performance Work Statement (PWS)

To restore full backup power capability, improve energy reliability, and ensure compliance with operational and safety requirements by reconnecting and integrating existing backup generators into residential electrical systems.

• Provide all labor, materials, supervision, tools, equipment, transportation, and incidentals for generator reconnection and integration.

• Conduct site assessments at each residence.

• Reconnect generators to electrical distribution systems.

• Integrate generators with existing solar, battery, and municipal power systems.

• Install all required electrical components for safe and compliant operation.

• Ensure proper system coordination and functionality across all power sources.

• Priority sequence: Solar/Battery (Primary), Municipal Utility (Secondary), Generator (Tertiary).

• Generators shall automatically start upon loss of primary and secondary power.

• Generators will supply power only to designated essential loads.

• Generators shall automatically shut down when primary or secondary power is restored.

• Inspect and test all Government Furnished Equipment (GFE).

• Identify and report deficiencies.

• Design and install Automatic Transfer Switches (ATS) or equivalent controls, interlocks, protection systems, and control circuitry.

• Prevent back-feeding between power sources.

• Configure automatic start/stop functionality for generators.

• Ensure only essential circuits are connected to generator backup.

• Comply with all applicable electrical codes and safety standards.

• Perform comprehensive testing including generator start/stop, power transfer sequencing, load transfer, system response under simulated outages, and verification of safety systems.

• Correct all deficiencies prior to final acceptance.
