Quick Summary

The United States Marine Corps has issued a Request for White Paper (RFW) for the Organic Precision Fires - Medium (OPF-M) program. This RFW is for market research to identify potential solutions for an organic, loitering, beyond line-of-sight, precision strike capability against armored targets. It is not a solicitation but may lead to an invitation for a competitive procurement effort under 10 U.S.C. § 4022. White papers are due May 25, 2026.

Scope of Work

The OPF-M system will provide the Fleet Marine Force (FMF) with a tactical-level capability to engage armored targets beyond direct fire range, minimizing collateral damage. The system must be transportable by tactical vehicles and man-portable by dismounted Marines. The program aims for phased releases, starting with Baseline System Capabilities (BSC) within one year of contract award, followed by Capability Growth Areas (CGA) for future improvements.

Key Requirements / Deliverables (Baseline System Capabilities)

  • Lethality: Maximize lethality against Anti-Armor targets (RHAe), with Automatic Target Tracking (ATT) for moving targets day/night.
  • Portability: All-up-round system weight under 35 lbs, Ground Control Station (GCS) under 20 lbs, man-portable by two Marines.
  • Range & Endurance: Munition range > 25 km from GCS, loiter time > 20 minutes at 25 km, ability to handoff munition control.
  • Reliability & Adaptability: Modular design, operational in various Marine Corps environments (temperature, weather, shock, EM).
  • Control & Safety: Waypoint navigation (pre-launch and in-flight), re-tasking, operator-commanded abort, Man-in-the-Loop system, loss of link management.
  • Training: Ability to train with reusable inert rounds and GCS simulation mode.

Contract & Timeline

  • Type: Request for White Paper (Market Research)
  • Anticipated Prototype OTA Award: FY26 Q4 (for demonstrations, development, testing)
  • Anticipated Production Award: Beginning FY28 (following Government verification of a minimum viable product)

Submission & Evaluation

  • White Paper Limit: 15 pages (excluding test reports).
  • Structure: Four parts: Baseline System Capabilities, Programmatic & Production Plan, Capability Growth & Product Improvement, and Corporate Experience.
  • Submission Method: Electronically via DoD SAFE.
  • RFW Questions Due: May 8, 2026, 10:00 AM Eastern time.
  • White Paper Submission Due: May 25, 2026, 10:00 AM Eastern time.
  • Evaluation: Submissions indicating alignment with Government priorities may lead to an invitation for a subsequent procurement effort. Debriefs and assessment results will not be provided.

Eligibility / Set-Aside

  • Solutions are sought from both traditional and non-traditional defense contractors.
  • Specific small business designations and subcontracting goals are requested in Part 4 of the white paper.

Additional Notes
