This Request for Whitepaper (RWP) is issued by the Department of the Air Force, Headquarters Air Force Test Center, Arnold Engineering Development Complex (AEDC), under the authority of 10 U.S.C. § 4022. The purpose is to solicit whitepapers from qualified performers for the design, fabrication, and installation of new afocal relay optics for antechambers at Arnold Air Force Base, TN. The goal is to identify innovative prototype solutions, a viable approach, and a qualified partner.

• Prototypes: The effort involves two types of prototypes:

  • Proof of Concept Prototype: Covers conceptual design, design reviews, and final design to prove the capability of creating afocal relay optics.
  • Operational Utility Prototype: Involves the creation and installation of the afocal relay optics, expanding on the Proof of Concept.

• Scope: The requirement is detailed in Attachment 1 - Statement of Objectives. A second set of optics requirements will be available later.

• Whitepaper Content: Must include:

  • Part 1 - Technical Competency: Evidence of experience and capabilities in designing, fabricating, and installing similar high-vacuum, cryogenic afocal relay optics.
  • Part 2 - Execution Plan: Intended plan to execute the work.
  • Part 3 - Intellectual Property and Data Rights: Acknowledgment that all project-generated data and documentation become U.S. Government property.
  • Part 4 - 10 U.S.C. § 4022(d) Appropriate Use of Authority: Specification and justification of how the company plans to satisfy one of the participation or cost-sharing options (e.g., involving nontraditional defense contractors, small businesses, or non-Federal Government funding).
  • Part 5 - Pricing: A Firm Fixed Price (FFP) for the prototypes.

• Authority: 10 U.S.C. § 4022

• Contract Type: Firm Fixed Price (FFP) for prototypes.

• Submission Deadline: No later than 20 May 2026 at 1 PM Central Time.

• Submission Method: Electronically to Agreements Officer Erica Anglin (erica.anglin@us.af.mil) and Agreements Specialist Paytonne Szatkowski (paytonne.szatkowski@us.af.mil).

• Page Limit: Whitepaper shall not exceed 10 pages.

• Evaluation: Comparative analysis of whitepapers for best value, based on an integrated assessment of demonstrated potential. Evaluation factors include Technical Competency, Execution Plan, IP/Data Rights agreement, conformity with 10 U.S.C. § 4022(d), and total proposed price. The Government may select one, all, or none of the whitepapers.

• The RWP specifies requirements for participation or cost-sharing under 10 U.S.C. § 4022(d), potentially involving nontraditional defense contractors, small businesses, or non-Federal Government funding.

• Attachment 1 – Statement of Objectives is available upon request via email by 14 May 2026.

• Attachment 2 - Articles are also provided.

• Failure to provide supporting documentation may eliminate a company from consideration.
