Contract Details
This is a prototype acquisition structured to obtain three prototypes: a Business Process Prototype, a Proof of Concept Prototype, and an Operational Utility Prototype. Vendors must provide a Firm Fixed Price (FFP) for the Business Process Prototype and the Proof of Concept Prototype. The "Agreement Articles" document (Attachment 2) details critical contractual terms, including definitions, demonstration and acceptance criteria, payment and invoicing (FFP basis), and the Government's "Unlimited Rights" to technical data and computer software produced under the agreement.
Eligibility & Set-Aside
There is no specific set-aside designation. However, vendors must address how they satisfy 10 U.S.C. § 4022(d) through nontraditional participation, small business participation, or cost-sharing. Definitions for "Non-Traditional Defense Contractor" and "significant extent/participants" are provided in the RWP.
Submission Requirements
Whitepapers shall not exceed 10 pages and must include:
- Part 1: Technical Competency (expertise in high-power RF systems, steerable phased array antennas, signal processing, systems integration).
- Part 2: Intellectual Property (IP) Rights (granting "unlimited rights" to the U.S. Government).
- Part 3: 10 U.S.C. 4022(d) Appropriate Use of Authority (justification for participation).
- Part 4: Pricing (FFP for Business Process and Proof of Concept prototypes). Submissions are due by Close of Business (COB) on May 5, 2026, and must be sent electronically to Greggory C. Jones at greggory.jones.4@us.af.mil.
Evaluation Criteria
