- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Air Force is seeking Whitepapers for the Advanced NAV-WAR Open Air (ANOA) System, a high-powered, electronically steerable Global Positioning System (GPS) jamming system. This is a prototype acquisition under 10 U.S.C. § 4022 to enhance testing and training in contested electronic warfare environments. Whitepapers are due May 29, 2026.
Scope of Work
The ANOA system will provide a robust, realistic, and adaptable platform for evaluating navigation-dependent systems in GPS-contested scenarios. Key objectives include delivering a deployable and interoperable system capable of generating a steerable, high-power jamming signal. Primary use cases are:
- GNSS Contested Weapon Drop: Testing precision-guided munitions in high-power jamming environments.
- Near-Peer Conflict GPS Contested Test and Training: Emulating complex, threat-realistic GPS-contested environments for various systems.
Contract & Timeline
- Type: Request for Whitepapers (RWP) for prototype acquisition under 10 U.S.C. § 4022 (Other Transaction Authority).
- Phases: Project structured to obtain three prototypes: Business Process, Proof of Concept, and Operational Utility.
- Pricing: Firm Fixed Price (FFP) required for Business Process and Proof of Concept prototypes.
- Intellectual Property: Vendors must grant "unlimited rights" to the U.S. Government for deliverables.
- Eligibility: Vendors must satisfy 10 U.S.C. § 4022(d) through nontraditional participation, small business participation, or cost-sharing.

Submission Requirements
Whitepapers, not exceeding 10 pages, must be submitted electronically to Greggory C. Jones at greggory.jones.4@us.af.mil. Submissions must address five parts:
- Technical Competency: Expertise in high-power RF systems, steerable phased array antennas, signal processing, and systems integration.
- Intellectual Property (IP) Rights: Agreement to grant "unlimited rights" to the Government.
- 10 U.S.C. § 4022(d) Justification: How the vendor satisfies the authority (nontraditional, small business, or cost-sharing).
- Pricing: FFP for Business Process and Proof of Concept prototypes.
- Cybersecurity and CMMC Compliance: Ability to safeguard Controlled Unclassified Information (CUI), including CMMC Level 2 C3PAO Certification or a roadmap.
Evaluation Factors
Evaluation will be a comparative analysis based on an integrated assessment of demonstrated potential, prioritizing technical merit and price. Primary factors include Technical Competency, IP Rights agreement, conformity with 10 U.S.C. § 4022(d), Cybersecurity/CMMC Compliance, and total proposed price.
Additional Notes
Attachment 1 (Performance Parameters) contains CUI and requires a written request and vetting (NIST SP 800-171 Assessment or CMMC Level 2 C3PAO Certification) for access. The "Agreement Articles" document outlines critical contractual terms and conditions for the "Other Transaction" agreement.
