Evaluation & Submission
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation involves:
- Price evaluation against other offers and an Independent Government Cost Estimate (IGCE).
- Technical acceptability determination, starting with the two lowest-priced offers. Technical acceptability requires the specified brand-name product in the exact quantities.
Offers must be submitted electronically via SAM.gov. Submissions must be signed and dated, include the solicitation number, offeror information (name, address, UEI, EFT indicator), information for evaluation factors, representations and certifications, and a statement of agreement with terms and conditions. Late submissions will generally not be considered.
