Statement of Work (SOW) / Performance Work Statement (PWS)

To monitor and characterize emerging and re-emerging infectious diseases in the Indo-Pacific region, improve laboratory detection procedures for biothreat agents and arboviruses, develop detailed consensus genomes, and provide a bioinformatic platform to identify novel emerging infectious diseases.

• Provide personnel, materials, facilities, licenses, and other supplies for research services.

• Implement study protocols and monitor their execution, reporting any deviations.

• Provide managerial, supervisory, administrative, and logistical support.

• Assist in obtaining regulatory and ethical approvals, including IRB, HRPP, and CLAR.

• Optimize Standard Operating Procedures (SOPs) for sample collection, transport, testing, reporting, and data storage.

• Train local personnel on SOPs, personal protective equipment (PPE), sample preparation, and sequencing methodologies.

• Conduct Next Generation Sequencing (NGS) on at least 100 samples to characterize various pathogens, including SARS-CoV-2, Influenza, Dengue Virus, and others.

• Analyze genomics data to identify mutations, variants, and polymorphisms.

• Maintain and share data records with NAMRU INDO PACIFIC.

Request for Information (RFI)

This RFI is for non-personal research and development support services related to bacterial and viral infections, specifically for the Armed Forces Health Surveillance Division's Global Emerging Infections Surveillance (GEIS) program in the Indo-Pacific region. The government is seeking information to improve standardized laboratory procedures for detecting biothreat agents, arboviruses, and antibiotic-resistant organisms, develop consensus genomes for regional pathogens, and enhance a bioinformatic platform for identifying emerging infectious diseases. This RFI is for information and planning purposes only and is NOT a solicitation. No contract will be awarded based on this RFI.

• Improve standardized laboratory procedures for detecting biothreat agents, arboviruses, and antibiotic-resistant organisms from various sample types.

• Develop detailed consensus genomes for an expanded subset of regional pathogens of concern.

• Provide a bioinformatic platform to identify novel emerging and re-emerging infectious diseases.
