Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Naval Sea Systems Command (NAVSEA) has issued a Broad Agency Announcement (BAA) for Research and Development of Naval Power and Energy Systems. This BAA seeks white papers for long and short-term R&D projects to advance shipboard electric power and energy systems. This is a modification extending the white paper submission deadline and updating administrative information. White papers are due by February 6, 2028.

Scope of Work

NAVSEA, on behalf of the Electric Ships Office (PMS 460), is interested in R&D projects that improve current and future shipboard electric power and energy systems at the component, subsystem, and system levels. The mission is to develop smaller, simpler, more affordable, and more capable ship power systems. Focus areas, as detailed in the 2019 Naval Power and Energy Systems Technology Development Roadmap (NPES TDR), include:

  • Energy Storage: Short, mid, and long-duration applications, including capacitor, rotating, and electrochemical technologies.
  • Power Conversion: Increased power density, efficiency, higher switching frequencies, and advanced topologies (e.g., wide-bandgap devices).
  • Power Distribution: MVDC distribution systems, high-speed circuit protection, and advanced conductors.
  • Prime Movers (Power Generation): Innovative approaches for power generation (5-30 MW range), fuel efficiency, power density, and advanced controls.
  • Rotating Machines: Generators and propulsion motors, including permanent magnet, induction, and superconducting types, focusing on acoustic signature, thermal management, and power density.
  • Cooling and Thermal Management: Advanced cooling techniques and overall ship thermal management solutions.
  • Power Controls: Tactical Energy Management (TEM) controls, distributed control architectures, and advanced power management for system stability and cyber security.
  • System Interplay, Interfacing, and Integration: Continuous improvement of Integrated Power Systems (IPS) and Integrated Power and Energy Systems (IPES) through analysis, modeling, simulation, and modular, scalable, open-architecture hardware.

Contract & Submission

  • Type: Broad Agency Announcement (BAA). Awards may be contracts, cooperative agreements, or other transactions, likely Cost Plus Fixed Fee (CPFF).
  • Set-Aside: None specified.
  • White Paper Due: February 6, 2028.
  • Submission: White papers must be submitted via email to joshua.j.cushenette.civ@us.navy.mil. Hard copies are not accepted.
  • Format: White papers are limited to 25 pages (excluding past performance and cost/schedule sections), 8.5" x 11" paper, 1" margins, 12-point font, in Microsoft Word/Excel compatible or PDF format.
  • Duration: Total potential contract period of performance cannot exceed five (5) years.

Evaluation Criteria

White papers will be evaluated based on:

  1. Overall scientific and technical merits and potential Naval relevance.
  2. Potential risks associated with data rights assertions.
  3. Capabilities, related experience, past performance, and facilities.
  4. Potential risks related to development schedule length and funding availability.
