Quick Summary

Washington Headquarters Services (WHS) Acquisition Directorate (AD) has issued a Presolicitation Notice for the Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support (RETS) multiple-award Indefinite-Delivery/Indefinite Quantity (IDIQ) contract. This opportunity is a Total Small Business Set-Aside under NAICS Code 541715. The Government intends to establish a $1.4 billion IDIQ to support the Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)). A draft solicitation, IDIQ PWS, and Task Order 0001 PWS are available for review. Offers for the draft solicitation are due May 14, 2026, at 11:00 AM.

Purpose

The primary objective is to provide a full spectrum of professional technical and engineering support for OUSW(R&E) priorities and other associated Department of War (DoW)-sponsored mission requirements. Scope of Work

The RETS IDIQ will cover comprehensive RDT&E engineering and technical support across multiple mission and technology areas, including multi-domain operational environments, cyber and information warfare, emerging technologies (AI, quantum computing), cybersecurity, human performance, and climate resilience. The work is organized into eight task areas:

  • Mission Engineering, Systems Engineering, Software Engineering, and Developmental Test and Evaluation (DT&E)
  • Prototyping, Experimentation, Demonstration, and Scaling
  • Modeling and Simulation (M&S)
  • Strategic Operational Analysis and Technology Assessment
  • S&T Research and Assessment
  • Data Management & Analysis
  • Technology Protection
  • Ad Hoc Surge Support Task Order 0001 specifically outlines requirements for Prototyping and Experiments (P&E) Technical and Engineering Support, focusing on areas like Offensive/Defensive Cyber, C5ISRT, AI/ML, and Multidomain Collaborative Autonomy.
