Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary

The Federal Highway Administration (FHWA), under an open Broad Agency Announcement (BAA) for Research Initiatives in Support of FHWA Bridges and Structures Programs, is soliciting proposals for Call 4.0, specifically for "Errant Vessel Warning and Sensing Technologies to Activate Automatic Bridge Closures." This initiative seeks to develop technologies for detecting errant vessels, warning systems, and automatic bridge closures, in response to the Francis Scott Key Bridge collapse. This is an unrestricted solicitation, open to all responsible sources. Proposals for this specific topic are due by June 16, 2026, at 12:00 PM ET.

Scope of Work

This research topic (HIBS10-BTS-001) requires proposals to:

  • Conduct a literature review of existing domestic and international technologies for detecting errant vessels and warning/preventing motorists, pedestrians, and cyclists, including repurposing technologies for other threats (e.g., earthquakes, vehicle collisions).
  • Survey State Departments of Transportation (DOTs) and other bridge owners on current bridge threat sensing, automatic closure technologies, and emergency closure policies.
  • Investigate and recommend feasible bridge closure systems for errant vessel detection, warning signals, and closure for state DOTs and other bridge owners.
  • The final results must be documented in an FHWA-published report. The BAA generally covers topics like Steel Bridges, Concrete Bridges, Load Rating, Seismic and Multi-Hazard Resilience, Bridge and Tunnel Security/Safety Technology, and Fiber Reinforced Polymer (FRP) Composite Technology.

  • Questions Due Date (General BAA): May 18, 2026, at 12:00 PM ET.
  • Evaluation Factors: Technical Merit (of Proposal), Cost/Price, Small Business Subcontracting Plan (Pass/Fail), and Past Performance. Proposals receiving a "Marginal" or "Unacceptable" rating in Technical Merit (Factor 2) will be removed from competition.
  • Required Attachments: Bidders must use provided templates for cost proposals (Appendix B), Quad Charts (Appendix A), and complete the Small Business Subcontracting Plan (Appendix E) and Certification Regarding Lobbying (Appendix D).
