The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC), on behalf of the Office of the Secretary of Defense (OSD), intends to issue a competitive Cornerstone Initiative Request (CIR) for Reshore Enhanced Secure Heterogenous Advanced Packaged Electronics (RESHAPE) 2.0. This effort aims to develop a U.S.-owned, domestic, trusted, pure-play, and open-access Advanced Packaging Ecosystem Hub focusing on low-volume production of 2.5-D and 3-D Advanced System Integration and Packaging (ASIP) secure solutions. The CIR is restricted to Cornerstone consortium members and is expected to be issued on or after May 29, 2026, with proposals due approximately 30 days later.
Objective & Scope
The primary objective is to address critical gaps in the domestic microelectronics supply chain, reduce reliance on offshore manufacturing, and enhance the mission effectiveness of Department of War (DoW) systems. The hub will support the strategic strengthening of the U.S. Manufacturing and Defense Industrial Base.
Contract & Timeline
- Type: Prototype Other Transaction Agreements (OTA)
- Contract Structure: Multiple (4 to 10) fixed-price OTAs with incremental payments based on milestones.
- Period of Performance: Estimated 60 months.
- Follow-on: Non-competitive production OT may follow successful prototype.
- CIR Issuance: On or after May 29, 2026.
- Proposal Closing: Approximately 30 days after CIR issuance.
- Published: May 26, 2026 (Special Notice).

- Begun the Cornerstone membership process.
- An active registration in SAM.gov.
- A favorable status in Federal Awardee Performance and Integrity Information Systems (FAPIIS).
- A signed Cornerstone Consortium Management Agreement.
