The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC), in conjunction with Army Contracting Command - Rock Island Arsenal (ACC-RIA), on behalf of the Office of the Secretary of Defense (OSD) and the Department of War (DoW), has issued a Special Notice for RESHAPE 2.0. This initiative seeks to develop a U.S.-owned, domestic, trusted, pure-play, and open-access Advanced Packaging Ecosystem. This competitive Cornerstone Initiative Request (CIR) is restricted to Cornerstone consortium members and will solicit prototype fixed-price proposals for multiple Other Transaction Agreements (OTAs).
Objective & Scope
The primary objective is to address critical gaps in the domestic microelectronics supply chain, reduce reliance on offshore manufacturing, and enhance the mission effectiveness of DoW systems. The effort aims to establish a robust domestic advanced packaging ecosystem.
Contract Details
- Type: Multiple (4 to 10) Other Transaction Agreements (OTA) for prototype fixed-price proposals.
- Period of Performance: Estimated 60 months.
- Payment Structure: Incremental payments upon completion of specific milestones.
- Follow-on: A non-competitive follow-on production OT may be awarded after successful prototype completion.
- Applicable Clauses: FAR 52.204-25, DFARS 252.232-7006, DFARS 252.204-7012.
Eligibility & Restrictions
This CIR is restricted to Cornerstone consortium members only. Entities must have begun the membership process for their proposal to be reviewed. Eligibility requires an active SAM.gov registration, favorable status in Federal Awardee Performance and Integrity Information Systems (FAPIIS), and a signed Cornerstone Consortium Management Agreement.
