This notice is issued by the Defense Information Systems Agency (DISA) to determine the availability and technical capability of small businesses (including specific subsets like 8(a), Service-Disabled Veteran-Owned, HUBZone, and Woman-Owned Small Businesses) to provide direct, on-site Resident Engineer/Subject Matter Expert (RE/SME) support for DISA Voice Services Support of Unified Capabilities (UC), the Ribbon Soft Switch (SS), and associated network components. The goal is to identify potential sources for engineering support to maintain, optimize, and potentially modernize the Ribbon hardware and software, including migration of customers from legacy systems to the new SSBB.

• Provide on-site, expert-level engineering support for the Ribbon SSBB.

• Perform technical aspects including network analysis, management, troubleshooting, optimization, and training.

• Act as the primary escalation point for Tier 2/Tier 3 troubleshooting and manage escalations with Ribbon Inc. support.

• Ensure the operational SSBB remains secure, complying with DISA and US Cyber Command directives, including testing and applying IAVA updates.

• Monitor network health and performance, providing recommendations for optimization and capacity planning.

• Provide on-the-job training and mentoring to the Government EVS team.

• Must possess a Secret Facility Clearance.

• Must be an authorized Ribbon reseller.

• Anticipated Period of Performance: One (1) year base period and four (4) one-year option periods.

• Anticipated Place of Performance: DISA Global Operations Center, Scott AFB, IL.

• This is NOT a Request for Proposal (RFP) or a solicitation; it is for informational purposes only.

• Responses are voluntary and no funds are available for preparation.

• Interested businesses should submit a brief capabilities statement package (no more than five pages) addressing the required capabilities and special requirements.

Statement of Work (SOW)

To provide direct, on-site Resident Engineer/Subject Matter Expert (RE/SME) resources for all technical aspects of Defense Information Systems Agency (DISA) Voice Services Support of Unified Capabilities (UC), the Ribbon Soft Switch (SS), and associated network components. The goal is to ensure successful implementation and operation of complex, IP-based communication systems across the DoD Information Network (DoDIN).

• Provide two (2) Full-Time Equivalent (FTE) REs/SMEs to the DISA NETOPS Center-CONUS (DNC-C) at Scott Air Force Base, IL.

• Support includes network analysis, management, troubleshooting, optimization, and training related to Ribbon products and their integration with other vendor products.

• Services encompass corrective and preventative maintenance, and optimization of operational configurations for Ribbon Multiservice Fixed and Mobile Solutions (MFSS) and WANSS equipment.

• May require travel to Fort Meade, MD for lab environment updates.

• Surge support may be required, not exceeding 20% of the contractor's total proposed cost/price.

• Deliverables include Remote Coverage RE/SME Plan, Weekly Activity Reports (WAR), Monthly Status Reports (MSR), After Action Reports, Trip Reports, Sub-contractor Management Plan, Risk Register Input, Transition-In Plan, and Transition-Out Plan.

• Specific performance standards are outlined for deliverable accuracy, timeliness, and incident response.

• Troubleshooting efforts must aim to resolve 99% of detected incidents impacting SSBB and associated components.

• Informal training sessions are required monthly (target) or quarterly (minimum).

• Base Period of Performance: July 15, 2026, to July 14, 2027.

• Four (4) Option Years available.

• Primary Place of Performance: DISA Global Operations Center (DGOC), Scott AFB, IL.

• Occasional travel to DISA Headquarters Lab, Fort Meade, MD.

• Alternative work sites (telework/remote) are permitted, but mission needs must be met.

• Contractor personnel must possess a SECRET security clearance and NIPRNet access.

• Personnel must be U.S. citizens.

• Compliance with DISA security regulations, including CUI handling and information security.

• A Supply Chain Risk Management (SCRM) plan is required.

• Non-Disclosure Agreements (NDAs) are required for all assigned employees.

• Government Furnished Property (GFP) will be provided and managed according to FAR and DFARS clauses.
