The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the boundaries of Essex, Hudson, or Union County, New Jersey.


Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, Statement of Work, October 2016." Home Confinement services (for home confinement placements) are specifically defined in chapter 11, Home Confinement, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well.

The Government has included the option to require the contractor provide smartphones to each resident for use during the duration of the RRC and home confinement placement, unless the resident declines or court order prohibits.  This line item is not guaranteed and the Government reserves the right not to award this line item.

This will be a Firm-Fixed Price contract for services with a one-year base period, and four one-year option periods.

The RRC In-House requirement will consist of a 64 bed facility in which 54 beds will be designated for males and 10 beds designated for females.

The Home Confinement requirement will consist of 32 placements to include both male and female. The Home Confinement Radius will be within 125 miles of the facility.

The Smartphone line item will consist of providing smartphones with cellular and data service for up to 96 residents assigned to the RRC or on home confinement.

RFP-200-1360-ES will be available on or about November 10, 2016 and it will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. Future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.

It is the intent of the Government to award all line items (in-house RRC beds, home confinement placements, and Smartphones, if awarded) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.

The estimated closing date of RFP-200-1360-ES will be on or about January 9, 2017.

Faith-Based and Community Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
