Residential Reentry Center (RRC) Services and Home Confinement Services Located Within the Entire Island of Puerto Rico, 100 Miles Long by 35 Miles Wide

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the entire Island of Puerto Rico, 100 miles long by 35 miles wide.

Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, April 2017."   Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2.

For the Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days.

For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows:

• Base Year: The guaranteed minimum number of inmate days is 9,855 (23 males and 4 females) with an estimated maximum number of inmate days of 39,055 (92 males and 15 females);
• Option Year 1: The estimated maximum number of inmate days is 39,162 (92 males and 15 females);
• Option Year 2: The estimated maximum number of inmate days is 39,055 (92 males and 15 females);
• Option Year 3: The estimated maximum number of inmate days is 39,055 (92 males and 15 females);
• Option Year 4: The estimated maximum number of inmate days is 39,055 (92 males and 15 females);
• Option Year 5: The estimated maximum number of inmate days is 39,162 (92 males and 15 females);
• Option Year 6: The estimated maximum number of inmate days is 39,055 (92 males and 15 females);
• Option Year 7: The estimated maximum number of inmate days is 39,055 (92 males and 15 females);
• Option Year 8: The estimated maximum number of inmate days is 39,055 (92 males and 15 females); and
• Option Year 9: The estimated maximum number of inmate days is 39,162 (92 males and 15 females).

For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows:

• Base Year: The guaranteed minimum number of home confinement placements is 5,110 (14 placements onto home confinement) with an estimated maximum number of home confinement placements of 19,710 (54 placements onto home confinement);
• Option Year 1: The estimated maximum number of home confinement placements is 19,764 (54 placements onto home confinement);
• Option Year 2: The estimated maximum number of home confinement placements is 19,710 (54 placements onto home confinement);
• Option Year 3: The estimated maximum number of home confinement placements is 19,710 (54 placements onto home confinement);
• Option Year 4: The estimated maximum number of home confinement placements is 19,710 (54 placements onto home confinement);
• Option Year 5: The estimated maximum number of home confinement placements is 19,764 (54 placements onto home confinement);
• Option Year 6: The estimated maximum number of home confinement placements is 19,710 (54 placements onto home confinement);
• Option Year 7: The estimated maximum number of home confinement placements is 19,710 (54 placements onto home confinement);
• Option Year 8: The estimated maximum number of home confinement placements is 19,710 (54 placements onto home confinement); and
• Option Year 9: The estimated maximum number of home confinement placements is 19,764 (54 placements onto home confinement).

It is the intent of the Government to award all line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.

The estimated closing date of 15BRRC18R00000015 will be on or about April 17, 2018.
