The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements within a 100 mile radius of the RRC) for male Federal offenders held under the authority of United States Statutes located within the Kansas City, Kansas area within Leavenworth or Wyandotte Counties
Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, October 2016 (Corrected)" (see attached). Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be a Firm-Fixed Price contract for services with a one-year base period, and four one-year options periods.
The Bureau requires 85 RRC beds and 42 spaces for home confinement. The Bureau will entertain any and all offers proposing a minimum of 85 RRC beds. All proposals must provide for home confinement placements in the amount of 49% of the proposed residential beds. Offers proposing less than 85 RRC beds and/or less than the corresponding home confinement placements will not be considered.
It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.
The solicitation will be available on or about February 13, 2017 and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions.
