  • Assured and Resilient Cloud Computing: Addressing security in cloud environments (transparency, confidentiality, integrity, availability).
  • Secure Edge Computing for Disadvantaged Users: Enabling time-sensitive analysis for users with limited resources.
  • Data Models and Ontologies, and Synthetic Data Generation: Developing robust data models and generating synthetic data for training.
  • Benchmarking and Validation: Verifying accuracy of data processing results.
  • Organizational Compliance and Security Governance: Strategies for secure deployment of open systems architectures.

Contract & Timeline

  • Total Estimated Funding: Approximately $237M.
  • Individual Award Values: Normally $10M to $50M, with potential for awards up to $99M.
  • Period of Performance: Individual awards will not normally exceed 36 months.
  • Award Instruments: FAR-based procurement contracts or Other Transactions (OT) under 10 USC 4021, 4022, and 4023. Successful prototype OTs may transition to follow-on production contracts.

Submission & Evaluation

This is a two-step process: only white papers are accepted as initial submissions; formal proposals are by invitation only. White papers should be 3 to 5 pages, double-spaced, 12-point font. Evaluation criteria include Overall Scientific and Technical Merit, Related Experience, Openness/Maturity/Assurance of Solution, and Reasonableness/Realism of Proposed Costs. Notification of results is expected within 45 days of submission.

Eligibility / Set-Aside

This is an Open Competition; all qualified offerors may apply. Foreign participation is generally closed, with exceptions for fundamental research and FOCI-mitigated companies. U.S. citizenship is required for contractor employees needing access to USAF bases or IT networks. FFRDCs and Government entities are subject to direct competition limitations.
