• Unique Item Identification (IUID) for items with a Government unit acquisition cost of $5,000 or more, or as specified in the schedule.
• The product is identified by SDS Product Code P152547, part number 40013, manufactured by INEOS COMPOSITES US LLC, and used in SHOP 71 PAINTERS and SHOP 64 WOODWORKER / SHIPWRIGHT zones.

Contract & Timeline

• Contract Type: Firm Fixed-Price supply contract, utilizing commercial and simplified acquisition procedures (FAR Parts 12 and 13.5).
• Set-Aside: 100% Total Small Business Set-Aside.
• Delivery: FOB Destination to PUGET SOUND NAVAL SHIPYARD IMF, Bremerton, WA 98314-5001.
• Delivery Required By: On or before March 31, 2026.

Submission & Evaluation

To be considered responsive, offers must:

• Complete the solicitation in its entirety, including filling out Box 17A, reading Box 28, and signing page 1 (Boxes 30 a, b, and c).
• Provide CAGE CODE and FACILITY CAGE CODE.
• State company size (SMALL or LARGE Business).
• Indicate if the material is a Commercial Item and/or Commercial-Off-The-Shelf (COTS).
• Annotate LEAD TIME and/or delivery date.
• Complete pricing for each CLIN listed, quoting prices as FOB Destination Bremerton, WA.
• Annotate the name and CAGE code of the manufacturer, and the product's country of manufacturing.
• Provide the part number (P/N) for each CLIN listed.
• Submit manufacturer's specification sheets (copied/pasted ones are not accepted).
• Provide a redacted quote and email from the manufacturer/distributor.
• Complete all representations and certifications found in the solicitation.
• Return all pages of the completed original solicitation package.
• Ensure current registration in SAM.gov.

Evaluation factors include Technical, Price, and Performance.

Additional Notes

• If the contractor is required to implement NIST SP 800-171, a current assessment (not more than 3 years old) is required, as detailed in DFARS 252.204-7019. Items deemed COTS are exempt from NIST SP 800-171 if identified and information is provided to the contracting officer during the solicitation period.
• Payment will be made via Wide Area Work Flow (WAWF); contractors must register at https://piee.eb.mil.
• Base access requires a Defense Biometric Identification System (DBIDS) credential.
