Performance Work Statement (PWS)

This PWS outlines the requirements for laundry and dry-cleaning services for the 52nd Force Support Squadron at Spangdahlem Air Base, including pick-up and delivery of all items to be serviced.

• Provide comprehensive laundry and dry-cleaning services.

• Services must adhere to German Industrial Standards: "Gütezeichen RAL-GZ 992/1" for Household and General Laundry Items and "Gütezeichen RAL-GZ 992/3" for Food Service Laundry.

• Items must be bundled, folded, placed on hangers, tied, and wrapped with clear plastic film after cleaning.

• Repairs for rips, tears, open seams, and holes (up to 5 cm) are required, along with replacing missing buttons. Repairs are at no additional cost to the government.

• Non-listed items will not be cleaned and will be returned. Any additions require a contract modification.

• Unsatisfactory items must be re-cleaned and returned within 48 hours at no cost to the government.

• Turn-around time: 24 hours or one (1) working day (excluding pick-up day).

• Late pick-ups/deliveries: No more than two (2) per month.

• Processing standard: 100% of serviced items must meet German Industrial Standard for Laundry processing.

• Packaging: 98% of serviced items must meet the stated mode of packaging.

• Quantity accuracy: 98% of delivered quantity must equal quantity picked up.

• Carts/Bags: 100% sufficient number of carts and bags must be available.

• Location: Spangdahlem Air Base.

• Pick-up and delivery: Monday through Friday, 0800 to 1200 on normal business days.

• Limited service on American holidays for Lodging and TLF only.

• Service is non-essential during declared crises unless deemed vital by the Installation Commander.

• Contractor must develop and maintain a quality control program.

• Government will evaluate performance through weekly inspections and the customer complaint system.

• Contractor personnel require specific passes and identification items for base entry.

• Contractor is responsible for safeguarding government property.

• Contractor personnel must be able to read, write, speak, and understand English.

• Contractor is responsible for obtaining all necessary certifications, licenses, and permits.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for NAF Linen Cleaning Services for the Department of the Air Force, USAFE, 52nd Contracting Squadron/PKB. This is a non-personal service requirement as described in the Performance Work Statement (PWS).

The government requires a firm-fixed price quote for linen cleaning services. The services include various linen items such as crib sheets, blankets, fitted and flat sheets (twin and queen sizes), pillowcases, bedspreads, mattress pads, wash cloths, hand towels, bath towels, bath mats, napkins, tablecloths, table skirts, food handler trousers and shirts, aprons, and chair covers. The services are divided into two categories: Lodging and Club Eifel.

The contract will be a firm-fixed price contract with a base year and four (4) option years. The period of performance for the base year is from 15 Aug 26 to 14 Aug 27, with option years following annually. The specific quantities for each CLIN are provided in the document.

Quotes must be submitted by 1200 Central European Summer Time (CEST) on 06 July 2026. Questions must be submitted via email by 1600 CEST on 22 June 2026. Award will be made on the basis of the lowest total evaluated price with acceptable technical evaluation. The government will first evaluate quotes for price, then evaluate the lowest priced offeror's technical capability (past experience). Offerors must provide three (3) references for similar services and a capabilities document.

This is a non-appropriated fund (NAF) purchase. Prices must be without added value tax (Mehrwertsteuer). Freight on Board Destination pricing is required. All correspondence and offers must be in English. Offerors must submit a copy of their business registration.
