Solicitation / RFP / RFQ

This solicitation is for the provision of portable sanitation and hygiene services, including PORT-A-JONS, handwashing stations, and heated shower trailers. The Maritime Expeditionary Security Squadron (MSRON) 4 requires these services to support its operations.

• Provision of eighteen (18) PORT-A-JONS.

• Provision of eight (8) handwashing stations.

• Provision of three (3) heated shower trailers, each equipped with eight shower stalls, climate-controlled water supply, lighting, and sewage system.

• Daily servicing of PORT-A-JONS, handwashing stations, and shower trailers, including restocking of supplies (paper towels, toilet paper, hand soap, hand sanitizer) and water.

• Daily servicing and resupply of water for shower trailers.

• Maintenance and repair of all units with a one-hour response time.

• Replacement of unserviceable units within two hours of a service call.

• Installation of PORT-A-JONS, handwashing stations, shower trailers, water supply tanks, and power equipment.

• Provision of cleaning stations with paper towels, toilet paper, hand soap with water, hand sanitizer, and trash receptacles with liners.

• Pick-up services of PORT-A-JONS, handwashing stations, and shower trailers upon contract expiration.

• All units must be in good condition.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Installation from April 17-18, 2026; Operational Period from April 19-25, 2026; Break Down and Retrieval on April 25, 2026. The overall contract performance period is within 30 calendar days from the notice of award.

• Location: 1201 Jamestown Rd, Williamsburg, VA 23185.

• NAICS Code: 562991 (Septic Tank and Related Services).

• Size Standard: $9,000,000.00.

• Offerors must have valid base access at the time of quote submission.

• Quotes must be submitted via email to Mr. Mychael McKay and Ms. Morgan Olszak.

• Quotes must include signed copies of the RFQ and/or latest amendment(s).

• Deadline for questions: March 20, 2026, 12:00 PM.

• The Government will award based on price, but reserves the right to consider past performance and conduct a price/past performance tradeoff.

• This acquisition is set aside for Small Business.

• Funds are not presently available for this contract, and the Government's obligation is contingent upon the availability of appropriated funds.

• Contractors must comply with cybersecurity requirements (CMMC Level 1 or higher).

• Specific clauses related to Service Contract Labor Standards, Cybersecurity, and other regulatory requirements are included.
