Scope of Work
The objective is to establish a BPA for the cost-effective and efficient production and supply of retirement awards, plaques, portfolios, and other recognition accessories. Items will be ordered on an as-needed basis, with the contractor expected to respond timely to monthly orders and ship to a central ATF location. Specific deliverables include:
- ATF Retirement Award: 3½" Round Clear Diamond Shaped Edge Crystal Glass Paperweight with ATF badges and seal, in a 6x6" Walnut Display Box.
- Custom Leather Presentation Portfolio: 11x9" Soft Navy Blue Leather Portfolio with ATF Seal, designed for a congratulatory letter and a 3" two-sided medallion.
- Director's Executive Retirement Award: Cherry finished plaque board with DOJ and ATF medallions and an inscribed gold plate.
- Length of Service Plaque: 8 x 11½" solid wood plaque with a 4½" antique gold ATF Seal and an encasement for a removable number insert and name plate.

Evaluation & Submission
Award will be based on the Lowest Price Technically Acceptable (LPTA) method. Evaluation factors include Technical Acceptability (max 5 pages) and Price. Quotes must not exceed five (5) pages (excluding pricing documents) and must be good for 30 calendar days after the RFQ close. Submissions must include company mailing/remittance addresses, prompt payment discounts, and Unique Entity Identifier (UEI). The government reserves the right to request samples prior to award.
Additional Notes
Offerors SHALL be registered and active in the System for Award Management (SAM) (www.SAM.gov) at the time of quotation submission. Vendors may be authorized a one-time license to reproduce the ATF seal or badge for sample creation; a license will be granted to the selected vendor for products under the contract. Delivery time for all requested items is not to exceed 3 weeks from order receipt.
