Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a Blanket Purchase Agreement (BPA) with a vendor capable of producing and supplying the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) with retirement awards, plaques, portfolios, and accessories in a cost-effective and efficient manner.

This BPA will allow for delivery orders and calls to be placed for retirement awards, plaques, portfolios, and other recognition accessories. The contractor will be expected to respond in a timely manner to monthly orders, producing and shipping items to a central ATF location. Individual orders may be submitted at any time.

• ATF Retirement Award: 3½" Round Clear Diamond Shaped Edge Crystal Glass Paperweight with specific ATF badges and seal, presented in a 6x6" Walnut Display Box with mahogany finish, navy felt lining, and an inscribed silver plate.

• Custom Leather Presentation Portfolio: 11x9" Soft Navy Blue Leather Portfolio with ATF Seal, designed to hold a congratulatory letter and a 3" two-sided medallion (ATF Seal on one side, Department of Justice Seal on the other).

• Director's Executive Retirement Award: Cherry finished plaque board with blue and silver Florentine borders, containing 1½" medallions of the Department of Justice and ATF Seals, and a gold plate for inscription.

• Length of Service Plaque: 8 x 11½" solid wood plaque with groove for wall mounting, featuring a 4½" antique gold ATF Seal and a 5 x 2½" antique gold encasement for a removable number insert and name plate.

• Delivery time for all requested items is not to exceed 3 weeks from the date of receipt of the order from ATF.

• Items will be produced at the contractor's facility and delivered/shipped to ATF headquarters in Washington, DC, or other specified locations.

• Period of Performance: 03/06/2026 - 03/05/2031 (Five (5) year contract).

• Place of Performance: Contractor's facility and delivery to Bureau of Alcohol, Tobacco, Firearms and Explosives, 99 New York Avenue, NE, Room 2.S-125, Washington, DC 20226 (or as specified on individual orders).

• Vendors responding to this solicitation may be authorized a one-time license to reproduce the ATF seal or badge solely for the purpose of creating a sample product for evaluation. Unauthorized reproduction is prohibited and may result in criminal and civil liability.

• A license will be granted to the selected vendor for products provided under the contract or BPA.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) to establish a single-award Blank Purchase Agreement (BPA) for the purchase of Retirement Awards, Plaques, Portfolios, and accessories for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Human Resources (HR) Operations Division. Items will be ordered on an as-needed basis.

• Retirement Awards, Plaques, Portfolios, and accessories.

• Contractors must register in the System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI).

• Contractors are responsible for maintaining their information in SAM.

• The contract will be a Blank Purchase Agreement (BPA).

• Period of Performance: March 6, 2026 - March 5, 2031.

• NAICS Code: 459999 - All Other Miscellaneous Retailers.

• Questions Due: March 10, 2026, 12:00 PM ET.

• Quote Due Date: March 12, 2026, 1:00 PM ET.

• Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

• Quotes must not exceed five (5) pages (excluding pricing documents).

• Submissions must include company mailing/remittance addresses, prompt payment discounts, and Unique Entity Identifier (UEI).

• Evaluation Factors: Technical Acceptability (5 pages max) and Price.

• The government reserves the right to request samples prior to award.

• The solicitation is set aside for small businesses.

• Specific set-aside details are indicated by checked boxes in Block 10, including Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB).
