Scope of Work
OTA is recruiting experts for intermittent (2-3 week trips) or resident (1 year+) assignments in Africa, Asia, Europe, and South and Central America. Advisors will provide technical assistance in:
- Tax Administration: Tax audit (including computer-assisted, large/multinational companies, international tax, transfer pricing, financial products, crypto), dispute resolution, compliance risk management, returns/payment processing, collection/debt management, taxpayer service/education, and tax fraud.
- Customs Administration: US Customs and Border Protection procedures, compliance, valuation, harmonized tariff, trade agreements, rules of origin, excise tax, post clearance audit, border operations, and border control.
- Cross-cutting Expertise: Human capital management (organizational design, performance, training), criminal investigation, internal audit/inspections, and anticorruption program development.
Preferred qualifications include experience with automation/AI in revenue administration, digital revenue initiatives (AI tool integration, cybersecurity, new information systems), leadership in major reforms, project management, strong communication skills, prior foreign technical assistance, foreign language proficiency, and recent experience with large state tax agencies, IRS, Customs and Border Protection, or major accounting firms.
