Scope of Work
The Senior Advisor will:
- Conduct assessments to identify countries for technical assistance programs.
- Monitor Work Plan implementation and progress.
- Develop Terms of Reference and Work Plans.
- Coordinate with counterpart tax administrations, U.S. Embassies, and funding sources.
- Identify and recruit appropriate staffing for programs.
- Monitor and report on program progress, instituting corrective actions as needed.
- Improve the effectiveness of the Revenue Team.
Qualifications
Candidates must be U.S. citizens with significant senior-level expertise in public sector revenue administration, covering areas such as tax audit, human resources, executive management, risk management, internal audit, tax collection, customs trade facilitation/border security, tax returns/payment processing, taxpayer service, or revenue policy analysis. Proficiency in MS365, strong analytical, problem-solving, and communication skills are essential. Project management experience is highly desirable. Applicants must be able to obtain and maintain a Secret security clearance and State Department medical clearance for worldwide travel. Prior foreign technical assistance and foreign language proficiency (French/Spanish) are a plus.
