Solicitation / RFP / RFQ

This solicitation is for Reverse Osmosis Maintenance Service for the Iowa City VA Health Care System. It is a 100% Small Business Set-Aside procurement under Revolutionary FAR Overhaul (RFO) FAR Part 12 Simplified Acquisition Procedures.

• Provide all management, labor, transportation, tools, supplies, and equipment for maintenance and testing of the reverse osmosis water purification system.

• Perform monthly, quarterly, semi-annual, and annual testing and maintenance as detailed in the Statement of Work.

• Provide a custom-configured data collection tool.

• Notify the facility immediately if data is outside engineered limits.

• Submit Field Service Reports (FSRs) after each scheduled maintenance.

• Ensure the service area is clean and restored to its original condition upon completion.

• Technicians must be NASED-certified, and calibration equipment must meet ANSI Standards.

• Contract Type: Single Award, Firm Fixed Price.

• Period of Performance: Base Period (09/01/2026 - 08/31/2027) plus four Option Years.

• Anticipated Award Date: 7/01/2026.

• Delivery: FOB Destination.

• Questions Due: Friday, June 12th, 2026, by 10:00 am CST.

• Offers Due: Friday, June 19th, 2026, by 10:00 am CST.

• Evaluation: The Government intends to award without discussions. Offers will be evaluated on a group basis for BAA applicability. Evaluation factors include Technical (qualifications, ability to perform, narrative, qualified personnel, past performance, references) and Price.

• 100% Small Business Set-Aside.

• Offerors must be registered in SAM and represent as a Small Business under NAICS code 221310 at the time of offer.

• VAAR 852.219-76, Notice of Limitations on Subcontracting, must be completed and submitted with the offer.

• Partial offers are not accepted.

• Offerors are recommended to fill in and sign the SF 1449 form.

• Offerors must submit a narrative (1-4 pages) detailing their method and approach to performing the SOW.
