Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Systems Engineering and Technical Assistance (SETA) support services for the US Army PEO C3T Product Lead Allied Information Technology (PL AIT). The objective is to provide integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Program and Project Procurement Management, Acquisition Analysis, and Financial Management support for PL AIT's international Command, Control, Computers, Communications, Cyber and Intelligence (C5I) programs globally.

The contractor shall provide non-personal services across a wide range of functional areas, including:

• Project Management: Enterprise-level office management, staff operations, technology management, data management, project planning, risk mitigation, strategic communications, administrative support, and digital media development.

• Integrated FMS Case Management: Support throughout the Foreign Military Sales (FMS) lifecycle, including case documentation, pipeline management, cost estimating, reviews, performance monitoring, reconciliation, and closure.

• Technical Management: Systems engineering, cybersecurity analysis, design, technical assistance, international C5I engineering subject matter expertise, capability requirements definition, system integration, network management, software engineering, hardware engineering, and Test and Evaluation (T&E) management.

• Program and Project Procurement Management: Acquisition support, market research, development of Acquisition Requirements Packages (ARPs), and oversight of contracts.

• Embedded Engineer Support (EES): On-site engineering and technical support in host nations, acting as a primary conduit between the host nation and the Program Management Office.

• Logistics Management: Inventory control, material handling, logistics audit plans, and compliance with packaging, handling, storing, and transporting equipment.

• Transition-In/Out: Plans and execution for seamless transition of services at the start and end of the contract.

• Deliverables include Project Management Plan (PMP), Quality Management Plan (QMP), Monthly Status Reports (MSR), Transition Plans, Trip Reports, and various technical and financial reports.

• 100% of deliverables must be delivered on time as specified in the Contract Data Requirements List (CDRLs).

• Proficiency in Microsoft Office Suite and MS Project is required.

• Compliance with Arms Export Control Act (AECA), Federal Acquisition Regulations (FAR), and International Traffic in Arms Regulations (ITAR).

• Contractor Manpower Reporting Application (CMRA) reporting is mandatory.

• Period: A base period of twelve (12) months, followed by three (3) additional twelve (12) month ordering periods.

• Locations: Contractor's facilities (offsite), PL AIT Headquarters (Fort Belvoir, VA), Tampa, FL, Miami, FL, Honolulu, HI, Stuttgart, Germany, and various Outside the Continental United States (OCONUS) locations within EUCOM, CENTCOM, AFRICOM, SOUTHCOM, and INDOPACOM, including austere environments.

• Personnel: Key personnel (Program Manager, Senior Systems Engineer) require specific experience, degrees, and certifications. Minimum Secret security clearance is required, with some positions needing Top Secret/SCI. Mandatory annual training includes Cyber Awareness, Antiterrorism, Information Security, OPSEC, Insider Threat, CUI, Derivative Classification, and Suicide Prevention.

• Travel: Extensive worldwide travel, including OCONUS to austere and remote locations, often with little advance notice. Compliance with Defense Base Act, SPOT system, and country-specific requirements (e.g., TESA for Germany) is required.

• Compliance: Organizational Conflict of Interest (OCI) plan and Non-Disclosure Agreements (NDAs) are required. Contractor personnel must comply with all USG and Partner Nation laws and regulations.

• Government Furnished Property (GFP): USG will provide workspaces, computer equipment, and access to systems. Contractor is responsible for managing and reporting GFP.

Request for Information (RFI)

This RFI seeks information from potential sources capable of providing integrated executive management, business operations, Foreign Military Sales (FMS) case management, program and project management, systems engineering, cybersecurity technical support, integrated logistics planning, acquisition and procurement analysis, and financial management services. This support is intended for global C5I capability delivery to partner nations across all Geographic Combatant Commands (GCCs) and would be a follow-on to an existing SETA contract (W15P7T-25-C-0001).

Vendors are requested to describe their experience in the following areas:

• Supporting Program Executive Office level Program Management Offices (PMOs).

• Managing spend plans and financial requirements for FMS funding (BPC, FMF, FMS-A).

• Developing and managing robust cost estimates.

• Deploying and supporting personnel worldwide, including forward-deployed locations.

• OCONUS deployments, including using the Synchronized Pre-Deployment and Operational Tracker-Enterprise Suite (SPOT).

• Transitioning operational programs with worldwide personnel deployments to minimize disruption.

• Host government labor laws and business licensing, including FMS case management and multiple funding streams.

• Supporting program operations, including artifact building, and implementing standard operating procedures aligned with industry best practices and Army standards.

• Response Limit: 10 pages.

• Formatting: Ariel or Times New Roman font, 12 pt size, 1-inch margins.

• Due Date: No later than March 2, 2026, 5:00 PM.
