Purpose & Scope

The U.S. Army PEO C3T International IT Systems (IITS) office requires non-personal SETA services to provide comprehensive PMOS for its portfolio of international C5I programs. The contractor will deliver integrated executive management, business operations, Foreign Military Sales (FMS) case management across the full lifecycle, program and project management, systems engineering, cybersecurity technical support, integrated logistics planning, acquisition and procurement analysis, and financial management services. This support facilitates global C5I capability delivery to qualified partner nations across all six Geographic Combatant Commands (GCCs).

Key functional areas include:

  • Project Management: Enterprise-level office management, staff operations, technology management, risk mitigation, and strategic communications.
  • Integrated FMS Case Management: Support for FMS lifecycle, including documentation, pipeline management, cost estimating, and reconciliation.
  • Technical Management: Systems engineering, cybersecurity analysis, international C5I engineering, capability requirements, system integration, and Test and Evaluation (T&E).
  • Program and Project Procurement Management: Acquisition support, market research, and development of Acquisition Requirements Packages (ARPs).
  • Embedded Engineer Support (EES): On-site engineering and technical support in host nations.
  • Logistics Management: Inventory control, material handling, and logistics audit plans.

Requested Information

Vendors are requested to describe their experience in:

  • Supporting Program Executive Office level Program Management Offices (PMOs).
  • Managing spend plans and financial requirements for FMS funding (BPC, FMF, FMS-A).
  • Developing and managing robust cost estimates.
  • Deploying and supporting personnel worldwide, including OCONUS and austere locations, utilizing systems like SPOT.
  • Transitioning operational programs with worldwide personnel deployments.
  • Navigating host government labor laws and business licensing for FMS case management.
  • Supporting program operations, artifact building, and implementing industry best practices.

Special Requirements

Key personnel (Program Manager, Senior Systems Engineer) require specific experience, degrees, and certifications. A minimum Secret security clearance is required, with some positions needing Top Secret/SCI. Mandatory annual training and compliance with the Arms Export Control Act (AECA), FAR, and International Traffic in Arms Regulations (ITAR) are essential. An Organizational Conflict of Interest (OCI) plan and Non-Disclosure Agreements (NDAs) are also required.
